CIRCULAR

on National Technical Regulations
for life jackets in national reserve

On the basis of Law on Standards and Technical Regulations No. 68/2006/QH11 June 29, 2006;

On the basis of Law on National Reserve No. 22/2012/QH13 dated November 20, 2012;

Decree No. Decision No. 127/2007/NĐ-CP August 1, 2007 of the Government detailing implementation of certain provisions of Law on Standards and Technical Regulations;

Decree No. Decision No. 94/2013/NĐ-CP dated August 21, 2013 of the Government detailing implementation; the National Reserve Law;

Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

At the proposal of Total director of the State General Reserve Bureau;

Minister of Finance promulgating the Circular on National Technical Regulations for life jackets in national reserve.

Clause 4 of Article 6Issued together with this Circular are the National Technical Regulations for life jackets in national reserve.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Circular shall take effect from June 15, 2017, and replace Circular No. 131/2012/TT-BTC dated August 13, 2012, issued by the Minister of Finance on National Technical Regulations for life jackets in national reserve.

Article 3. The Director of the State General Reserve Bureau, heads of relevant agencies, organizations, and individuals involved in the activities of receipt and delivery (import, export), storage, and management of life jackets in national reserve shall be responsible for implementing this Circular.

During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
