Regarding the approval of the overall urban planning for the new urban area of Nhon Trach, Dong Nai Province

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Management Planning Regulation issued together with Decree 91/CP dated August 17, 1994 of the Government;
Pursuant to the proposal of the Chairman of the People's Committee of Dong Nai Province at Document No. 1400/TT-UBT dated May 8, 1996, and the opinion of the Minister of Construction at Document No. 581BXD/KTQH dated May 9, 1996 on the formation and development of the new urban area of Nhon Trach, Dong Nai Province,
DECISION:
Article 1. - Approve the overall urban planning for the new urban area of Nhon Trach, Dong Nai Province with the main contents as follows:
1. Urban characteristics: Develop Nhon Trach into an urban area for industrial and service development.
2. Urban scale from now until 2020:
- Population: Expected to be around 100,000 people by 2005 and around 500,000 people by 2020.
- Land area: Approximately 2,000 hectares by 2005 and approximately 8,000 hectares by 2020.
3. Location of industrial zones, city center, and residential areas:
- Industrial zone: Located in the northeast area (on the land previously planned for the oil refinery plant) adjacent to the Thi Vai Port.
- City center: Located in the southern and southwestern areas, connecting to the Thi Vai River area in the southeast and the Dong Nai River area in the northwest.
The city center is located along the southeast-northwest axis.
- Residential area: Concentrated development in the western and southern areas surrounding the city center.
Article 2. - Direct the Chairman of the People's Committee of Dong Nai Province to prepare detailed construction planning up to 2005 and submit for approval the projects for constructing the new urban area of Nhon Trach according to current regulations.
Direct the Minister of Construction to issue the Regulations on managing the construction of the new urban area of Nhon Trach and instruct the People's Committee of Dong Nai Province to implement construction according to the approved overall urban planning.
Article 3. - The Chairman of the People's Committee of Dong Nai Province, the Ministers of Construction, Planning and Investment, Finance, and the Director General of the Land Administration shall be responsible for implementing this Decision.
