VIETNAM FOREIGN TRADE BANK
GOVERNOR OF THE STATE BANK OF VIETNAM
Pursuant to the State Enterprise Law on April 20, 1995;
BASED ON THE ORDINANCE ON THE STATE BANK OF VIETNAM AND THEORDINANCE ON BANKS, CREDIT COOPERATIVES AND FINANCIAL COMPANIES PUBLISHED PURSUANTTO DECREE NO. 37/LCT-HĐNN8 AND DECREE NO. 38/LCT-HĐNN8 DATED MAY 24, 1990 OF THESTATE PRESIDENT;
BASED ON DECREE NO. 15-CP DATED MARCH 2, 1993 OF THEGOVERNMENT ON THE TASKS, RIGHTS AND RESPONSIBILITIES FOR STATE MANAGEMENT OF MINISTRIESAND GOVERNMENTAL BODIES AT THE MINISTRY LEVEL;
BASED ON DOCUMENT NO. 3329-ĐMDN DATED JULY 11, 1996 OF THEGOVERNMENT DELEGATING THE STATE BANK OF VIETNAM’S GOVERNOR TO ISSUE A DECISIONREESTABLISHING THE VIETNAM FOREIGN TRADE BANK;
BASED ON DOCUMENT NO. 3575-ĐMDN DATED JULY 18, 1997 OF THEGOVERNMENT DELEGATING THE STATE BANK OF VIETNAM’S GOVERNOR TEMPORARILY TO APPROVECHARTERS OF ORGANIZATION AND OPERATIONS OF STATE-BASED BANKS;
CONSIDERING THE PROPOSAL OF THE CHAIRMAN OF THE BOARD OFDIRECTORS OF THE VIETNAM FOREIGN TRADE BANK AND THE HEAD OF THE DEPARTMENT OFFINANCIAL INSTITUTIONS OF THE STATE BANK OF VIETNAM,
DECISION:
Article 1.- APPROVES THE CHARTER OF ORGANIZATION AND OPERATIONS OFTHE VIETNAM FOREIGN TRADE BANK COMPRISING TWELVE CHAPTERS AND FIFTY-SEVENARTICLES ATTACHED TO THIS DECISION.
Article 2.- THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATEOF SIGNATURE AND REPLACE DECISION NO. 252-QĐ/NH5 DATED NOVEMBER 11, 1992 OF THESTATE BANK OF VIETNAM’S GOVERNOR ON CONFIRMATION OF PERMITTING THE APPLICATION OFTHE CHARTER OF THE VIETNAM FOREIGN TRADE BANK.
Article 3.- THE CHAIRMAN OF THE BOARD OF DIRECTORS, THE GENERAL DIRECTOR OF THEVIETNAM FOREIGN TRADE BANK, THE HEAD OF THE DEPARTMENT OF FINANCIALINSTITUTIONS, THE DIRECTOR OF THE OFFICE, THE DIRECTOR OF INSPECTION, THE HEAD OFCENTRAL BANK UNITS UNDER THE STATE BANK OF VIETNAM, THE DIRECTORS OF PROVINCE ANDMunicipal CENTRAL BANK BRANCHES ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION.
