Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development; Decree No. 75/2009/ND-CP dated September 10, 2009 of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008;

ON THE ORGANIZATION OF COMMEMORATIVE EVENTS FOR TRADITIONAL DAYS AND ANNUAL HOLIDAYS

Chapter 1
GENERAL PROVISIONS
Article 1. Scope and Applicability
These regulations specify certain principles, purposes, and the allocation of responsibilities among units and organizations under the Ministry of Agriculture and Rural Development for organizing commemorative events for traditional days and the establishment anniversaries of sectors and fields within the scope of the Ministry's state management; and the allocation of responsibilities for organizing national major holiday commemorations in the Ministry’s subordinate units.
Article 2. Explanation of Certain Terms Used in These Regulations
Even year, round year, odd year refers to the commemoration year (the nth time) of traditional day, establishment day, and holiday events, and is defined as follows:
- "Even year" is the commemoration year ending with the digit "0";
- "Round year" is the commemoration year ending with the digit "5".
- "Odd year" is the commemoration year ending with any other digit in the unit place.
Article 3. List of Traditional Days of Sectors and Fields; Major National Holidays to be Commemorated at Ministries and Their Subordinate Units
1. Founding Day of the Ministry of Agriculture (November 14, 1945)
2. Traditional Days of Sectors
- Traditional Day of the Fisheries Sector (April 1, 1959)
- Traditional Day of the Water Resources Sector (August 28, 1945)
- Traditional Day of the Forestry Sector (November 28, 1959)
3. Traditional Days of Some Specialized Fields
- Traditional Day of the Forest Protection Force (May 21, 1973)
- Disaster Prevention and Mitigation Day (May 22, 1946)
- Traditional Day of the Animal Health Sector (July 11, 1950)
4. Traditional Days Linked to Other Organizations and Agencies

Article 4. Principles, Purposes, and Significance
- The Ministry (Ministry Leadership or Heads of subordinate units designated by the Ministry) shall unify policy guidance and organize the commemoration of traditional days, establishment anniversaries, and holidays according to the list specified in Article 3.
- Organize commemorative ceremonies with solemnity, thrift, and suitability to the actual conditions of the Ministry and related units.
- Educate revolutionary ideals, historical traditions, love for homeland and country, love for profession, and contribute to motivating and inspiring pride in professional traditions and Vietnamese national traditions among officials, civil servants, employees, and workers in the agriculture and rural development sector.
Chapter 2
SPECIFIC PROVISIONS
Article 5. Organization of Commemoration Day for the Ministry of Agriculture
1. The Minister decides on the policy and directs the division of responsibilities for organizing and implementing.
2. The Ministry's Office is the leading unit to submit proposals and organize implementation according to the approved plan.
3. Framework provisions on organization of commemoration
a) For even years and round anniversaries:
- Form: Organize a Commemorative Rally;
- Chairperson: The Minister or a Leader of the Ministry assigned by the Minister;
- Participants: Invite all staff or representatives of officers and civil servants working at units under the Ministry and some representatives from previous generations of Leaders, officers, and civil servants who have retired; other invited guests;
- Time: Organize on the anniversary date or within one week before the date;
- Venue: At the Ministry’s office premises or another suitable location decided by the Minister;
- Program, content, and activities: Speeches by Ministry Leaders; Launching of competitions; Organizing publicity through the Ministry’s, sector’s, and public media channels.
Additionally, conferences, seminars, sports events, and performances can be organized throughout the sector or at the Ministry.
b) For odd years:
No rally or other activities will be organized, only publicity through the Ministry’s, sector’s, and public media channels, except in special cases decided by the Minister.
Article 6. Organization of Commemoration Day for the Sector
1. The Sector Leader, responsible for the field, decides on the policy and directs the division of responsibilities for implementation.
2. The General Departments; specialized Departments are the leading units, coordinating with the Ministry's Office to submit proposals and organize implementation according to the approved plan.
3. Framework provisions on organization of commemoration
a) For even years and round anniversaries:
- Form: Organize a Commemorative Rally;
- Chairperson: Ministry Leaders;
- Participants: Invite all staff or representatives of officers and civil servants working at units under the sector and some representatives from previous generations of Leaders, officers, and civil servants who have retired; other invited guests;
- Time: Organize on the anniversary date or within one week before the date;
- Venue: At the Ministry’s office premises or another suitable location decided by the Ministry Leaders;
- Program, content, and activities: Speeches by Ministry Leaders; Launching of competitions; Organizing publicity through the Ministry’s, sector’s, and public media channels.
Additionally, conferences, seminars, sports events, and performances can be organized throughout the sector or at the Ministry.
b) For odd years:
No rally will be organized, only publicity through the Ministry’s, sector’s, and public media channels; authorize the General Departments to organize appropriate activities based on actual conditions.
Article 7. Organization of Commemoration Day for Specialized Fields
Implement similarly to the provisions set out in Article 6 but apply to the objects and scope within the specialized field.
Article 8. Organization of Commemoration Day for Traditional Anniversaries Linked to Other Organizations
1. Organize commemorations according to the policy and guidance of the higher-level vertical agency.
2. Units and organizations with primary functions directly related are the leading units to organize commemorative activities at the Ministry.
3. Framework provisions on organization of commemoration
a) For even years and round anniversaries:
- Form: Organize a friendly meeting;
- Chairperson: Head of the leading unit within the Ministry;
- Participants: Invite representatives of Ministry Leaders; all staff or representatives of officers and civil servants working at units under the sector and field;
- Time: Organize on the anniversary date or within one week before the date;
- Venue: At the office premises of the unit or another suitable location decided by the Unit Head;
- Program, content, and activities: Friendly meeting, exchange of professional experiences; Publicity through some main media channels of the Ministry and sector.
Additionally, conferences and seminars within a narrow scope of the specialized field can be organized.
b) For odd years:
No activities like those for even years and round anniversaries will be organized. Depending on specific conditions of the unit or organization, internal meetings may be organized simply and efficiently.
Article 9. Commemoration of National Holidays
In accordance with the general guidelines of the Party and the State.
- The Office of the Ministry is the lead agency to submit and organize the main activities at the Ministry according to the plan approved by the Ministry's leadership.
- Units shall proactively organize related activities within their own internal scope.
Article 10. Budget
- The budget for organizing traditional days and commemorative days shall be funded from the state budget and other sources (if available);
- Units shall prepare annual plans and budgets for this work;
- The Finance Department shall be responsible for guiding, compiling, and allocating appropriate funds.
Article 11. Organizing Traditional Days at Local Units
- Provincial Departments of Agriculture and Rural Development shall implement in accordance with the guidance of the Ministry and the directives of local authorities.
- Lead units under the Ministry shall be responsible for advising on the content of guidance for implementation at the local level to be included in the plan submitted to the Ministry's leadership for review and approval.
Chapter 3
IMPLEMENTING PROVISIONS
Article 12. Heads of units under the Ministry shall strictly comply with this Regulation. Any difficulties encountered during implementation shall be reported to the Ministry's leadership for timely review and adjustment.
