REGARDING THE ESTABLISHMENT OF THE ROOM FOR DIRECTING WORK TO PROTECT THE HEALTH OF MOTHERS, CHILDREN AND FAMILY PLANNING
THE MINISTER OF HEALTH
Pursuant to Decree No. 196-HĐBT dated December 11, 1989 of the Council of Ministers on the tasks, powers, and responsibilities for state management of ministries, and Decree No. 153-CP dated October 5, 1961 of the Council of Ministers on the tasks of the Ministry of Health.
Considering the need for directing and managing work in the field of protecting the health of mothers, children, and family planning.
At the proposal of the Director of the Organization and Labor Department,
DECISION:
Article 1. The Room for Directing Work to Protect the Health of Mothers, Children and Family Planning under the Management of Health Department but with special permission to directly work with the Minister regarding the protection of maternal and child health, then report back to the Director of the Management of Health Department.
Article 2. The Room for Protecting the Health of Mothers, Children and Family Planning shall have the following tasks:
A. General Section:
1. Directly monitor and direct six programs of UNFPA which are the focal point of the Ministry when working with the National Committee on Population, UNDP, UNICEF in matters related to the Ministry.
2. Participate in directing other programs for protecting mothers and children such as PAM, CTD, AIR, IODE.
B. Maternal Health Section:
3. Study and develop policies and labor protection regulations for women (during menstruation, pregnancy, breastfeeding...) to submit to the Ministry and the State for promulgation.
4. Direct and guide the dissemination and education on women's hygiene, maternal and child health education to suit the requirements of different groups and localities.
5. Summarize the health status, diseases, complications during childbirth (mother and child), and propose measures to prevent and reduce adverse effects to protect and enhance women's health.
6. Advise the Minister on directing scientific and technical issues related to the protection of maternal and child health.
C. Child Health Section:
7. Study policies, regulations, and needs for children in nutrition (food, clothing, play, living environment...) to propose to the State, relevant sectors, and agencies to gradually improve the health indicators of Vietnamese children.
8. Develop standards for hygiene, housing, and essential equipment for kindergartens and family childcare groups to ensure the health and physical development of children, to be submitted to the Ministry and the State for promulgation.
9. Summarize the health status and diseases of children, vaccination coverage, and physical development indicators of children, and propose specific measures to the Ministry and the State to strengthen the physical health of Vietnamese children.
D. Family Planning Section:
10. Monitor and understand population growth rates, analyze and evaluate them to serve as a basis for the Ministry to participate in directing population and family planning work, and to formulate annual, medium-term, and long-term plans for family planning.
11. Study and propose evaluation indicators and inspection methods to objectively assess population and family planning work.
12. Direct and guide the dissemination and education on family planning for different social groups.
13. Develop integration plans and coordinate with national health programs to effectively implement tasks related to the protection of maternal and child health, population work, and family planning.
Article 3. The Room for Protecting the Health of Mothers, Children and Family Planning shall be headed by a Deputy Director of the Management of Health Department and have 1-2 Deputy Heads assisting - The staffing of the Room shall be determined by the Director of the Management of Health Department and proposed to the Minister for approval, mainly from the current staffing of the Ministry and its subordinate units.
Article 4. This Decision takes effect from the date of issuance and replaces Decision No. 513/BYT-QĐ dated September 8, 1989.
Article 5. The Heads of the Office, Directors of the Organization and Labor Department, the Planning and Finance Department, the Management of Health Department, the Environmental Sanitation Department, and relevant Departments and Committees are responsible for implementing this Decision.
