On March 9, 2004, the Ministry of Finance issued Circular No. 15/2004/TT-BTC guiding the implementation of Decree No. 170/2003/NĐ-CP dated December 25, 2003 of the Government detailing certain provisions of the Price Ordinance. Due to errors in proofreading during printing, the Ministry of Finance requests to amend specific points as follows:

Point 5.2, Clause 5, Section I, Part B (page 5) provides:
"5.2. Postal service rates for public postal services and dedicated postal services; telecommunications service rates for public telecommunications services shall be submitted by the service provider, and decided by the Minister of Transport after obtaining the written opinion of the Ministry of Finance."
It is now amended to read:
"5.2. Postal service rates for public postal services and dedicated postal services; telecommunications service rates for public telecommunications services shall be submitted by the service provider, and decided by the Minister of Posts and Telecommunications after obtaining the written opinion of the Ministry of Finance."

At Point 6.3, Clause 6, Section II, Part B (page 6), at the end of the fourth line it states:
"6.3...to submit to the People's Council at the same level..."
