Circular No. 3269-TC/HCSN regarding the financial mechanism for addressing the 2000 incident

DIRECTIVE

ON THE INVESTIGATION, EVALUATION, HANDLING AND DEVELOPMENT OF PLANS TO MITIGATE THE IMPACT OF THE "YEAR 2000 ISSUE"

To implement Directive No. 43/1998/CT-TTg dated December 31, 1998 of the Prime Minister on preventive measures, handling, and mitigating the impact of the "Year 2000 Issue" (SC2000) in fields using information technology, the People's Committee of An Giang Province issued Notice No. 29/TB-UB dated March 20, 1999, requiring agencies and units within the province that use computers and electronic devices to conduct investigations, handle issues, and develop plans to mitigate the SC2000 at their respective agencies and units, and submit investigation results and progress reports to the Department of Science, Technology, and Environment for consolidation and submission to the Provincial People's Committee.

However, up until now, the number of agencies and units submitting investigation result reports to the provincial level remains low, and no agency or unit has reported progress on mitigating the SC2000 to the provincial level.

To strictly implement the Prime Minister's Directive, the People's Committee instructs the heads of agencies and units within the province that use computers and electronic devices to promptly carry out the following tasks:

1. Agencies and units located in An Giang Province that have not completed the inventory, evaluation, and development of plans to mitigate the SC2000 must urgently complete these tasks before August 25, 1999, and submit them to the Department of Science, Technology, and Environment for consolidation.

2. All agencies and units must implement the mitigation of the SC2000 according to the plan and deadlines set by the Government Steering Committee for Mitigating the Year 2000 Issue (before October 30, 1999), with particular attention needed from agencies and units in the following sectors: Banking (banks); Finance (budget management, state treasury, taxation, insurance, etc.); Industry (electric power, electronic control systems in industrial production and processing plants, etc.); Health (computers, specialized electronic equipment used in treatment, diagnosis, patient monitoring, etc.); Security; Defense; State Management; Posts and Telecommunications (information technology systems and electronic control systems in posts and telecommunications); Transportation.

3. Agencies and units must finalize and test their contingency plans to address potential risks and uncertainties before, during, and after the transition to the year 2000 by November 15, 1999.

4. The heads of agencies and units are responsible to the Chairman of the People's Committee of An Giang Province for the SC2000 in their respective agencies and units.

5. Funding for mitigating the SC2000 shall be implemented according to Circular No. 3269 TC/HCSN of the Ministry of Finance regarding the "Financial Mechanism for Mitigating the Year 2000 Issue."

Given the importance of mitigating the SC2000, the People's Committee requests all agencies and units within the province to promptly and effectively implement the contents of this directive.
