Decision No. 3277/2003/QĐ-BGTVT On Amending, Supplementing, Removing, Replacing, and Changing Some Technical Indicators for Industry Standards on Transportation Infrastructure Construction

REGARDING THE AMENDMENT, SUPPLEMENTATION, ELIMINATION, REPLACEMENT AND MODIFICATION OF CERTAIN TECHNICAL INDICATORS FOR INDUSTRY STANDARDS ON TRANSPORTATION INFRASTRUCTURE CONSTRUCTION

THE MINISTER OF TRANSPORTATION

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, and organizational structure of the Ministry of Transport;
Pursuant to Ordinance on Product Quality No. 18/1999/PL-UBTVQH10 dated December 24, 1999 of the Standing Committee of the National Assembly;
Considering the proposal of the Director of the Department of Science and Technology,

DECISION:

Article 1. Amends, supplements, eliminates, replaces and modifies certain technical indicators for industry standards on transportation infrastructure construction as follows:

1. Procedure for compressive strength test of concrete using HPS-22TCN 68-84 equipment - Eliminated, replaced by: Procedure for non-destructive compressive strength test of concrete using ultrasonic and rebound hammer method TCXD171-89.

2. Procedure for asphalt material testing 22TCN 63-84 - Partially eliminated - Retain emulsion testing part; replace solid asphalt testing part with: Standard for solid asphalt - Technical requirements and testing methods 22TCN 279-01.

3. Drilling and exploration procedure for geological engineering 22TCN 82-85 - Eliminated, replaced by: Drilling and exploration procedure for geological engineering 22TCN 259-2000.

4. Limit state design procedure for bridges and culverts 22TCN 18-79 - To be used concurrently with 22TCN 272-01 until the end of 2005. These two standards must be used independently, not mixed.

5. Appendix of compaction testing procedure for subgrade soil in the transport sector 22TCN 02-71 - Partially eliminated with conditions and time limit - The "Kavaliep" volume determination test can only be used for local projects and is valid until the end of 2004.

6. Surveying, designing, and upgrading highway procedures 22TCN-20-84 - Eliminated, replaced by: Highway surveying procedure 22TCN-263-2000.

7. Construction and acceptance procedure for hot-mix asphalt pavement 22TCN-09-77 - Eliminated, replaced by:

- Construction and acceptance standard for asphalt pavement 22TCN 271-2001;

- Construction and acceptance standard for chip seal asphalt pavement 22TCN 270-2001.

8. Construction and acceptance procedure for emulsified asphalt pavement 22TCN-10-77 - Eliminated, replaced by: Construction and acceptance procedure for acid emulsified asphalt pavement 22TCN 250-98.

9. Skid resistance test procedure using sand scattering method 22TCN 81-84 - Eliminated, replaced by: Test procedure for determining skid resistance using sand scattering method 22TCN 278-01.

10. Construction and acceptance procedure for asphalt concrete pavement 22TCN 22-90 - Eliminated, replaced by: Construction technology and acceptance procedure for asphalt concrete pavement 22TCN 249-98, wherein the abrasion index LA ≤ 30 (replacing LA ≤ 25) is applied to the upper layer of asphalt concrete.

11. Construction and acceptance procedure for gravel mix layer in highway structure accompanying Decision No. 3381/KHKT of the Ministry of Transport dated July 3, 1995 - Eliminated, replaced by: Construction and acceptance procedure for gravel mix layer in highway structure 22TCN 252-98, wherein the plasticity index Ip ≤ 4 (replacing Ip = 0) and flakiness index ≤ 12% (replacing ≤ 10%) are applied to type I mix.

12. Construction and acceptance procedure for bridges and culverts according to Decision No. 166/QĐ dated January 22, 1975 - When used, it must be combined with construction technical guidance.

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. Heads of the Ministry's Office, Chief Inspector of the Ministry, Directors of the Departments of Science and Technology, Planning and Investment; Directors of the Vietnam Road Administration, Vietnam Railways Administration, Quality Inspection and Management of Transportation Infrastructure; Directors of Provincial Transport Departments, Public Works Departments, Heads of related units are responsible for implementing this Decision./.
