Pursuant to the Education Law No. 11/1998/QH10 dated December 2, 1998;

Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Political Work Department.

Article 1. The attached "Regulation on the Work of Foreign Students Studying in Vietnam" is hereby issued together with this Decision.

Article 2. This Decision shall take effect fifteen days from the date of signature and shall replace Decision No. 1815/QD dated November 5, 1990 of the Minister of Education and Training on the issuance of the Regulation on the Reception and Management of Laotian and Cambodian Student Exchange Programs for Study and Research in Vietnam. Any previous regulations of the Ministry of Higher Education and Secondary Specialized Education, the Ministry of Higher Education, Secondary Specialized Education and Vocational Training, and the Ministry of Education and Training concerning foreign students studying in Vietnam that conflict with the provisions of the "Regulation on the Work of Foreign Students Studying in Vietnam" are hereby abolished.

Article 3. Directors of the Office, Heads of units directly under the Ministry of Education and Training, Principals or Directors of educational institutions with foreign students studying therein are responsible for implementing this Decision.
