Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the National Committee on Youth of Vietnam,

Article 1. Approves the Youth Development Program of Vietnam for the period 2004-2005.
Article 2. Assigns the implementation tasks of the Youth Development Program of Vietnam for the period 2004-2005 as follows:
1. The Ministry of Planning and Investment, the National Committee on Youth of Vietnam shall take the lead and coordinate with the Central Committee of the Communist Youth Union Ho Chi Minh and relevant ministries, sectors, and localities to organize the implementation of the Youth Development Program of Vietnam until 2005; monitor, urge, inspect, compile, and evaluate the implementation situation of ministries, sectors, and localities and report to the Government; conduct basic surveys on the youth situation in 2004; study and submit to the Government mechanisms and policies to support and encourage youth participation in economic and social development programs; organize mid-term reviews of the Youth Development Program of Vietnam until 2005 and develop the implementation program for phase 2 (2006-2010) of the Youth Development Strategy. - Take the lead and coordinate with the Central Committee of the Communist Youth Union Ho Chi Minh, the National Committee on Youth of Vietnam, relevant ministries, sectors, and provincial people's committees to implement the National Target Program on Poverty Reduction and Employment Generation for the period 2001-2005.

- Coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on Youth Affairs, relevant ministries and sectors, and mass organizations to enhance the quality of comprehensive education in schools; combat negative phenomena in studying and examinations; curb and eliminate drug addiction and social evils in schools.
- Take the lead and coordinate with relevant ministries and sectors to study and propose to the Government for approval of regulations and policies for youth league and association cadres in schools.
- Study support policies and coordinate with mass organizations, economic and social organizations to develop educational forms to build a learning society.
4. The Posts and Telecommunications Ministry:
- Take the lead and coordinate with the Ministry of Science and Technology, the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on Youth Affairs, and relevant ministries and sectors to implement projects on information technology human resources, promote the training of young programmers and IT experts, and pilot the introduction of computer science at commune-level post offices and cultural centers.
- Study and promulgate policies to encourage various forms of computer training and information technology application outside schools; policies and mechanisms to popularize computer literacy among young and teenage people.
5. The Ministry of Agriculture and Rural Development shall take the lead and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on Youth Affairs, relevant ministries and sectors, and localities to consolidate the system of agricultural extension centers, enhance vocational training, disseminate and transfer technology to young rural people, guide young rural people in applying biotechnology in production and daily life.
6. The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with the Sports Management Committee, the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on Youth Affairs, and mass media agencies to strengthen information dissemination, propaganda, and education, organize cultural and sports activities for young people; plan and construct entertainment and sports training centers for young people, and intensify the movement to build a civilized lifestyle and prevent social evils.
7. The Ministry of Health shall take the lead and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on AIDS Prevention and Control and Drug and Prostitution Prevention, the National Committee on Youth Affairs to concretize targets and measures to prevent and control HIV/AIDS among young people; strengthen publicity to change young people's perceptions and behaviors regarding HIV/AIDS prevention.
8. The Ministry of Public Security shall take the lead and coordinate with the National Committee for HIV/AIDS Prevention and Control, Drug Abuse Prevention and Prostitution Suppression, the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on Youth Affairs, relevant ministries and sectors, and specific localities to concretize targets and measures to prevent and combat drug-related offenses among young people; develop and implement inter-ministerial programs to prevent and combat crimes among young people; struggle to protect young people from all schemes and acts of sabotage, division, and incitement to cause disorder by evil elements.
9. The Ministry of Home Affairs shall take the lead and coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union, the National Committee on Youth Affairs, and relevant ministries and sectors to study, build, and promulgate policies for young cadres, volunteer forces, youth volunteer teams, encourage young talents, and related policies to promote the role of young people in participating in and undertaking economic and social development programs in particularly difficult regions, rural infrastructure construction projects, and national key projects.
10. The Ministry of Finance shall take the lead and coordinate with the Ministry of Planning and Investment to guide the allocation of funds in the annual state budget estimates of central ministries and agencies, localities, and in the budget estimates for implementing national target programs and large state programs related to the implementation of the goals and tasks of the Youth Development Program for the period 2004-2005.
11. The National Committee on Youth Affairs and relevant ministries, sectors, and localities shall coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union:
- Build and organize the implementation of the Action Program of the Ho Chi Minh Communist Youth Union to implement the Youth Development Strategy.
- Promote the movement "Competitive Spirit and Voluntary Efforts to Build and Defend the Homeland"with basic contents and solutions being: competitive spirit in studying, advancing into science and technology; competitive spirit in entrepreneurship and creative labor; voluntary efforts for community life; proactive efforts in defending the homeland, maintaining political security, and social order and safety.- Continue building and developing youth teams participating in economic and social development; enhance education to raise the spirit of proactive and voluntary participation of young people in economic and social development in remote and particularly difficult areas; build and implement new projects to implement the Youth Development Strategy.
- Develop models of youth vanguard teams for security, mobilize and organize young people to play a proactive role in maintaining political security and social order and safety; maintain and develop forms of encouragement for young people to fulfill their military service obligations and participate in building a nationwide defense.
- Implement political theory education programs and Ho Chi Minh Thought education programs for youth members; strengthen political, ideological, and moral education, and cultural lifestyle building for young people.
- Improve the quality of the Ho Chi Minh Communist Youth Union, the Vietnam Youth Federation, and the Vietnam Student Association, especially at grassroots levels; consolidate and expand the front of unity and consolidation of young people.
- Participate in researching and building legal normative documents concerning young people.
12. Provincial People's Committees under the direct jurisdiction of the central government shall include targets for youth development in their annual socio-economic development plans and up to 2005; build programs to implement the Youth Development Strategy at the local level; establish mechanisms for coordination between various levels of government and the corresponding Youth Union organizations.
13. Ministries, sectors, and localities shall inspect and evaluate the implementation of the Youth Development Program on an annual basis and up to 2005 to report to the Prime Minister.
14. It is proposed that the United Front Organizations at all levels, member organizations of the United Front, and social organizations participate in organizing and implementing the Youth Development Program for the period 2004-2005 within their respective scopes of activity.
The Chairman of the National Committee on Youth Affairs, the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, Ministers, Heads of ministerial-level agencies and agencies under the Government, Chairmen of provincial and municipal People's Committees under the direct jurisdiction of the central government are responsible for enforcing this Decision.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Chairman of the National Committee on Youth Affairs, the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, ministers, heads of ministerial-level agencies, and provincial people's committee chairmen under the central government are responsible for implementing this Decision.
