Approving the Program for Developing Mechanical Industry in the Fisheries Sector to 2010 - Orientation to 2020 đến năm 2010 - định hướng đến năm 2020

MINISTER OF AQUATIC RESOURCES

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Fisheries;

Pursuant to Circular No. 1497/VPCP-NN dated March 25, 2005 of the Office of the Government regarding the approval of the Program for Developing the Mechanical Industry in the Fisheries Sector;

At the proposal of the Director of the Science and Technology Department,

DECISION:

Article 1. Approves the Program for Developing the Mechanical Industry in the Fisheries Sector to 2010 with the following main contents, oriented towards 2020:

I. VIEWPOINTS AND DEVELOPMENT DIRECTIONS

- Mobilizing all social resources, encouraging and creating favorable conditions to attract various economic sectors to participate in researching, manufacturing, and enhancing the efficiency of using mechanical products in the fisheries sector.

- Developing the mechanical industry in the fisheries sector based on close cooperation domestically to utilize specialized mechanical products in transportation, industry, and cooperating internationally to create special products, gradually industrialize and modernize the fisheries sector, thereby improving the efficiency and competitiveness of fisheries products.

- Developing the mechanical industry in the fisheries sector in accordance with the needs of mechanization and automation in fishing, breeding, and processing of aquatic products. At the same time, it should be suitable with the level of domestic fishing production, gradually moving towards international economic integration.

- Prioritizing the development of production capacity of manufacturing facilities and perfecting the research and design system, research and implementation (R&D), consulting, and quality management systems for specialized mechanical products, while paying attention to training and retraining workers and technical staff.

- Developing the mechanical industry in the fisheries sector towards producing goods, based on applying advanced science and technology to meet domestic development needs, enhancing the competitiveness of each type of product, and eventually exporting some specialized mechanical products of the fishing industry.

- By 2020, completing the production, manufacturing, and service system for the mechanical industry in the fisheries sector at a high technological level, capable of manufacturing and meeting 50% of the demand for mechanical products in various fields of the fisheries sector; training a large number of scientists, engineers, and skilled mechanics.

II. SPECIFIC OBJECTIVES TO 2010

1. Repair and Service Mechanism

- Major repair of fishing vessels: 2,000 vessels/year (30%)

- Intermediate repair of fishing vessels: 3,500 vessels/year (30%)

- Minor repair and maintenance: 6,000 vessels/year (30%)

In particular, upgrading and modernizing harvesting equipment and post-harvest preservation equipment on fishing vessels.

2. Manufacturing Mechanism

Striving to achieve an export value of specialized mechanical products in the fisheries sector equivalent to about 30-40% of the value of imported specialized technology and equipment, specifically:

- Manufacturing various types of harvesting equipment, deck equipment, and supplying approximately 50% of fishing vessel accessories, propeller extraction equipment, and modernizing 100% of distant water fishing vessels.

- Manufacturing and supplying approximately 50% of the demand for shrimp and fish feed production equipment; 50-60% of various types of machinery and equipment used in aquaculture, particularly offshore and island-based shrimp farming equipment.

- Manufacturing and supplying approximately 50% of the demand for processing and preservation equipment for aquatic products.

- Manufacturing and supplying approximately 50% of the demand for environmental treatment and wastewater treatment equipment for aquatic product processing, and over 50% for aquaculture.

 III. DIRECTIONS FOR DEVELOPING SOME SPECIALIZED MECHANICAL PRODUCTS

1. Manufacturing Mechanism

a) For Fishing

- Manufacturing hydraulic equipment used in fishing, deck equipment; manufacturing various types of fishing vessel accessories, propeller extraction equipment from the main engine; manufacturing various types of wire, net, filament, fishing gear spare parts, and lifesaving equipment.

- Researching and quickly adopting wood processing technology to improve mechanical and physical properties to replace high-quality wood groups (teak, ironwood, magnolia, etc.) in wooden hull vessel manufacturing technology. Striving to replace wooden fishing vessels with composite materials (composites, fibers, glass, etc.) to modernize distant water fishing vessels and reduce the use of wood in shipbuilding.

b) For Aquaculture

Manufacturing various types of cages and rafts according to industrial methods using various types of wood, plastic, composite, etc., general pumps, special pumps, air injection equipment for oxygen enrichment in water environments, temperature control equipment. Particularly, researching and manufacturing integrated equipment to serve high-yield industrial aquaculture with closed-loop cycles, small-scale shrimp and fish feed production equipment, and offshore aquaculture equipment.

Organizing assembly lines for small gasoline and diesel engines to serve water pumping, power generation, refrigeration, and aquaculture.

c) For Preservation and Processing of Aquatic Products

Manufacturing processing machines, shrimp and fish sorting equipment; packaging and premium packaging equipment for high-value-added aquatic products; drying and freezing equipment with medium and small capacities, cold storage warehouses, and refrigerated transport equipment.

2. Repair and Technical Support Services

a) For Fishing

Establishing three mechanical fisheries centers (based on upgrading existing facilities) and a network of maintenance and warranty stations to perform major repairs, intermediate repairs, and minor maintenance of fishing vessels in coastal provinces, while also performing inspection and quality management tasks for mechanical products in the fisheries sector.

b) For Processing and Cultivation

A system of maintenance and warranty facilities under the three Mechanical Fisheries Centers and one Refrigeration Center to meet the need for repairing and refurbishing machinery and equipment used in processing and cultivation of aquatic products. Developing refurbishment and repair facilities for private refrigeration compressors to form a wider service network in coastal provinces.

IV. Some Main Solutions

1. Regarding Market

- Implementing the Intellectual Property Law well, protecting invention patents, licenses, and industrial designs.

- Actively participating in and organizing trade fairs and technology markets. Promoting information dissemination and promotion of new products through specialized and mass media both domestically and internationally.

- The State supports activities to seek out and promote the expansion of domestic and export markets for marine fisheries mechanical products.

- Link research and development, improvement of equipment and technology with practical production; create favorable mechanisms for businesses and production units to participate in scientific research and technological application activities in marine fisheries mechanics.

2. On Investment

- Encourage and create favorable conditions for domestic economic sectors to invest or form joint ventures and associations with foreign investors to develop production and services in marine fisheries mechanics.

- Be eligible to borrow capital according to Resolution 11/NQ-CP dated July 31, 2000 of the Government for key projects manufacturing marine fisheries mechanical products.

- The State supports investment in building new and upgrading infrastructure and technical facilities for three Marine Fisheries Mechanical Centers in three regions (North, Central, South) upon approval of relevant projects.

3. On Science and Technology

- For key marine fisheries mechanical products, the State encourages and implements policies to support the purchase of licenses for some new and modern technologies to serve the production of equipment used in marine aquaculture, industrial farming, shipbuilding with new materials, and equipment on fishing vessels; equipment and machinery serving the preservation and processing of aquatic products.

- Establish a Research and Development Center based on existing marine fisheries mechanical research agencies to link research with production, scientists with enterprises, and enhance production efficiency. Strengthen science and technology communication and marine fisheries mechanics.

- Increase investment in marine fisheries mechanics research, especially in applied research for fishery production.

4. On Human Resource Training

- Focus on training to supplement leading personnel in marine fisheries mechanics, while planning retraining and advanced training for current staff.

- Increase investment and upgrade material facilities for training at schools offering fisheries education and affiliated general companies under the industry according to approved programs and projects.

- Continue to strengthen cooperation with foreign countries to secure funding support for training cadres and technical workers.

- Reform teaching curricula towards industrialization and modernization; integrate mechanics with electronics and information technology in educational institutions.

- Promote mechanization and automation in certain operational and production stages in fishing, aquaculture, and preservation and processing of aquatic products.

Article 2: Implementation Organization

- The Ministry of Fisheries shall take the lead and coordinate with relevant Ministries, Departments, People's Committees of provinces and cities to implement the Program for the Development of Marine Fisheries Mechanics until 2010, with a vision to 2020.

- The Department of Planning and Finance shall take the lead and coordinate with functional units to advise the Minister on plans and implementation schedules for projects to build, repair, and merge mechanical facilities, and repair existing fishing vessels within the industry. Propose solutions and financial management mechanisms to attract social resources to participate in scientific research and advanced technological application activities in the field of marine fisheries mechanics.

- The Department of Science and Technology shall take the lead and coordinate with functional units to advise the Minister on the content, scale, and methods of implementing research and development projects in the marine fisheries mechanics sector.

- Establish the Marine Fisheries Mechanics Association, a member of the Vietnam Mechanics Association, to have full conditions to participate and cooperate with the ASEAN Mechanics Association to enhance contact and seek partners as well as markets for marine fisheries mechanical products.

Article 3: This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 4: The Director of the Office, Heads of Departments, Inspectors, Units under the Ministry of Fisheries, Directors of Fisheries Departments, Departments of Agriculture and Rural Development (with fisheries management) of provinces and cities are responsible for enforcing this Decision./.
