Article 1. Position and Function
1. The Maize Research Institute is established pursuant to Point d Clause 1 Article 2 of Decision No.: 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Science.
2. The Maize Research Institute is a scientific public service unit under the Vietnam Academy of Agricultural Science, tasked with conducting scientific research and technology transfer regarding maize and other crops in rotation systems including maize.
The English name of the Institute is: Maize Research Institute, abbreviated as MRI.
3. The Institute shall be funded by the State for its operations, and may use its seal and open separate accounts at the State Treasury and Bank in accordance with the law.
The main office of the Institute is located in Dang Phuong District, Ha Tay Province.
Article 2. Tasks of the Institute
1. To develop long-term, five-year, and annual scientific research and technology transfer programs and plans concerning maize and other crops in rotation systems including maize.
2. To conduct scientific research and technology transfer in the following areas:
a) Selection, creation, trial development of maize and other crop varieties in rotation systems including maize, suitable for the natural and economic conditions of agricultural ecosystems nationwide;
b) Research on developing intensive cultivation methods to increase maize yield and quality, and pest control measures for maize and other crops in rotation systems including maize;
c) Implementation of technological advancements in maize production and other crops, drying and processing technologies, and post-harvest maize preservation.
3. To participate in planning maize production regions serving socio-economic development goals as prescribed by current regulations.
4. To engage in international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in the assigned field according to state regulations.
5. To enter into joint ventures and collaborations with domestic organizations for scientific research and technological development, new technique trials, and human resource training in the assigned field according to the law.
6. To operate in compliance with the law.
7. To manage and utilize human resources, funding, and assets effectively in accordance with the law.
Article 3. Organizational Structure of the Institute
1. Leadership of the Institute:
The leadership of the Maize Research Institute includes the Director and Deputy Directors.
a) Director: appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Science and responsible before the Director of the Vietnam Academy of Agricultural Science and the law for all activities of the Institute.
b) Deputy Director: appointed by the Director of the Vietnam Academy of Agricultural Science upon the recommendation of the Director of the Maize Research Institute and responsible before the Director and the law for the tasks assigned by the Director.
2. Departments assisting the Director in performing tasks:
a) Administrative Affairs Department;
b) Science and International Cooperation Department;
c) Finance and Accounting Department. Each department has a Head and Deputy Head.
Depending on specific conditions, the Director of the Vietnam Academy of Agricultural Science may establish departments as appropriate, but not exceeding three departments.
3. Research Departments:
a) Maize Variety Breeding Department;
b) Biotechnology Department;
c) Plant Protection Department;
d) Crop Rotation System Department;
e) Seed Technology Department.
Each Department has a Head and Deputy Head.
4. Subordinate Public Service Units:
Song Boi Maize Research and Production Center, located in Lac Thuy District, Hoa Binh Province, may use its seal and open accounts at the State Treasury according to the authorization of the Director and the law. The Center has a Director and Deputy Director.
5. Maize Consulting and Investment Development Company:
The Company is a business entity under the Institute, operating in accordance with the law.
Article 4. The Director of the Vietnam Academy of Agricultural Science is entrusted to specify detailed tasks, approve the Charter of organization and operation of the Institute; the Director of the Maize Research Institute is entrusted to define functions, tasks, organizational structure, and operational regulations for subordinate units; and to register the Institute's scientific and technological activities with competent authorities according to current state regulations.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. The Chief of the Office, Heads of the Personnel Department, Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Science, and the Director of the Maize Research Institute are responsible for implementing this Decision./.
