CIRCULAR

Regarding the issuance of connection charges for calls between two terrestrial mobile networks

MINISTER OF INFORMATION AND COMMUNICATIONS

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;

Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Government Prime Minister on managing pricing for postal and telecommunications services;

At the proposal of the Director of the Telecommunications Department,

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. Issuing connection charges for calls between two terrestrial mobile networks (hereinafter referred to as mobile networks) as follows:

1. In the case where two mobile networks connect directly with each other, the initiating mobile network pays the terminating mobile network a connection charge of 500 Vietnamese dong per minute for calls terminated to the mobile network of a business holding a dominant market share and 550 Vietnamese dong per minute for calls terminated to another mobile network.

2. In the case where two mobile networks connect through the domestic long-distance network, the initiating mobile network pays the terminating mobile network the connection charge as stipulated in Clause 1 of this Article and pays the domestic long-distance network the connection charge for call forwarding according to the regulations on connection charges for call forwarding through the domestic long-distance network.

Article 2. The connection charges specified in this Circular do not differentiate between normal hours, off-peak hours, and peak hours.

Article 3. The connection charges specified in this Circular do not include value-added tax.

Article 4. This Circular takes effect from January 15, 2010. All previous provisions that conflict with the provisions of this Circular are hereby abolished.

Article 5. The Head of the Office, the Director of the Telecommunications Department, the Heads of units under the Ministry of Information and Communications, the General Directors, and the Directors of telecommunications enterprises are responsible for implementing this Circular./.
