CIRCULAR
Regulations on the import of tobacco leaves
within the tariff quota for 2014

Pursuant to Decree No. 95/2012/NĐ-CP dated November 12, 2012, of the Government, detailing the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries;
At the proposal of the Director of the Department of Import-Export;
The Minister of Industry and Trade hereby stipulates the importation of tobacco leaves under the tariff quota for 2014 as follows.
Article 1. Principles of Management
1. Principles of Allocating Import Quota Duties
The allocation of the tariff quota for importing tobacco leaves shall be carried out in accordance with Circular No. 04/2006/TT-BTM dated April 6, 2006 of the Ministry of Trade (now the Ministry of Industry and Trade) guiding certain provisions detailed in Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government detailing the implementation of the Law on Trade regarding international goods trading activities and related agency buying, selling, processing, and transiting goods with foreign countries.
2. Recipients of the allocation of the tariff quota for importing tobacco leaves
The tariff quota for importing tobacco leaves shall be allocated to traders holding production licenses for cigarette products issued by the Ministry of Industry and Trade and directly using tobacco leaves as raw materials for production.
Article 2. Quantity of Tariff Quota for Import in 2014
The quantity of tobacco leaves (HS Code 2401) imported under the tariff quota for 2014 is 44,100 tons.
Article 3. Effectiveness
This Circular takes effect from January 1, 2014 until December 31, 2014/.
