Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on the Vietnam Fatherland Front dated June 12, 1999;

Pursuant to the Law on State Budget dated December 16, 2002;

At the proposal of the Minister of Finance,

The Prime Minister issues this Decision to stipulate the living allowance regime for members of the Central Committee of the Vietnam Fatherland Front, members of the provincial-level Vietnam Fatherland Front Committee, and members of the district-level Vietnam Fatherland Front Committee.

Article 1. Scope of Regulation

This Decision stipulates the living allowance regime for members of the Central Committee of the Vietnam Fatherland Front, members of the provincial-level Vietnam Fatherland Front Committee, and members of the district-level Vietnam Fatherland Front Committee.

Article 2. Applicability

Members of the Central Committee of the Vietnam Fatherland Front, members of the provincial-level Vietnam Fatherland Front Committee, and members of the district-level Vietnam Fatherland Front Committee do not receive salaries from the state budget.

Article 3. Level of Support

1. Members of the Central Committee of the Vietnam Fatherland Front shall be provided with a living allowance at the rate of VND 460,000 per person per month.

2. Members of the provincial-level Vietnam Fatherland Front Committee shall be provided with a living allowance at the rate of VND 230,000 per person per month.

3. Members of the district-level Vietnam Fatherland Front Committee shall be provided with a living allowance at the rate of VND 120,000 per person per month.

In cases where a person serves as a member of the Vietnam Fatherland Front Committee at multiple levels, they shall receive the living allowance at the highest level.

Article 4. Source of Funding

The source of funds to ensure the living allowance regime for members of the Vietnam Fatherland Front Committees at all levels shall be borne by the budget of the respective level, specifically:

1. The central budget shall allocate funds for the living allowance of members of the Central Committee of the Vietnam Fatherland Front and balance these within the annual state budget estimate of the Central Committee of the Vietnam Fatherland Front.

2. The local budget shall allocate funds for the living allowance of members of the provincial and district-level Vietnam Fatherland Front Committees and balance these within the annual state budget estimates of the provincial and district-level Vietnam Fatherland Front Committees according to the current budget classification as prescribed in the State Budget Law.

Article 5. Budget preparation, execution, and settlement of funds

The preparation, execution, and settlement of the living allowance funds for members of the Vietnam Fatherland Front Committee, members of the provincial-level Vietnam Fatherland Front Committee, and members of the district-level Vietnam Fatherland Front Committee as stipulated in this Decision shall be carried out in accordance with the provisions of the State Budget Law, the Accounting Law, and related guiding documents.

Article 6. Effectiveness

This Decision takes effect from July 15, 2014.

Article 7. Responsibility for Implementation

The Minister of Finance, the Chairman of the Central Committee of the Vietnam Fatherland Front, the Chairmen of the People's Committees of the provinces and centrally-administered cities, and the heads of relevant agencies are responsible for implementing this Decision./.
