ISSUING NATIONAL TECHNICAL REGULATIONS ON EMISSION LEVEL 4 FOR NEWLY PRODUCED, ASSEMBLED AND IMPORTED PASSENGER CARS

Pursuant to the Law on Road Traffic dated November 13, 2008;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
WHEREAS, THE LAW ON ENACTING LEGAL DOCUMENTS GOVERNING ADMINISTRATIVE PROCEDURES WAS PUBLISHED ON JUNE 3, 2008;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;
WHEREAS, DECISION NO. 49/2011/QĐ-TTg OF SEPTEMBER 1, 2011 BY THE PRIME MINISTER ON THE IMPLEMENTATION TIMELINE FOR EMISSION STANDARDS FOR NEWLY PRODUCED, ASSEMBLED AND IMPORTED PASSENGER CARS AND TWO-WHEEL MOTORCYCLES WAS ISSUED;
AT THE SUGGESTION OF THE DIRECTOR OF VIETNAM MOTOR VEHICLE INSPECTION AGENCY AND THE HEAD OF ENVIRONMENT DEPARTMENT,
THE MINISTER OF TRANSPORT ISSUES THIS CIRCULAR ON NATIONAL TECHNICAL REGULATIONS ON EMISSION LEVEL 4 FOR NEWLY PRODUCED, ASSEMBLED AND IMPORTED PASSENGER CARS.
Article 1. ATTACHED TO THIS CIRCULAR ARE NATIONAL TECHNICAL REGULATIONS ON EMISSION LEVEL 4 FOR NEWLY PRODUCED, ASSEMBLED AND IMPORTED PASSENGER CARS.
REGISTRATION CODE: QCVN 86:2015/BGTVT.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 1, 2016. THE APPLICATION OF EMISSION LEVEL 4 AS PROVIDED IN SECTION 2 OF QCVN 86:2015/BGTVT FOR NEWLY PRODUCED, ASSEMBLED AND IMPORTED PASSENGER CARS SHALL BE IMPLEMENTED FROM JANUARY 1, 2017 IN ACCORDANCE WITH POINT A, CLAUSE 1, ARTICLE 4 OF DECREE NO. 49/2011/QĐ-TTg OF SEPTEMBER 1, 2011 BY THE PRIME MINISTER.
Article 3. THE HEAD OF THE MINISTRY’S OFFICE, THE HEAD OF THE MINISTRY’S INSPECTORATE, THE DIRECTORS OF DEPARTMENTS, THE DIRECTOR OF VIETNAM MOTOR VEHICLE INSPECTION AGENCY, THE HEADS OF MINISTRY OF TRANSPORT’S ORGANIZATIONS AND UNITS, AND RELEVANT INDIVIDUALS AND ORGANIZATIONS ARE RESPONSIBLE FOR THE IMPLEMENTATION OF THIS CIRCULAR./.
