REGULATIONS ON THE LEVEL OF COLLECTION, COLLECTION SYSTEM, PAYMENT, MANAGEMENT AND USE OF THE FEE FOR USING NATIONAL HIGHWAY 21B MY LOC TOLL GATE, NAM DINH PROVINCE

Article 1. Scope of application

The objects subject to the fee for using national highway My Loc toll gate on National Highway 21B, Nam Dinh province shall be implemented according to Article 3, Article 4, and Article 5 of Circular No. 159/2013/TT-BTC dated November 14, 2013 of the Ministry of Finance guiding the system of collection, payment, management and use of the fee for using national highways to recover investment capital for road construction (hereinafter referred to as Circular No. 159/2013/TT-BTC).

Article 2. Fee Collection Schedule

This Circular hereby promulgates the Table of Collection Levels of the Fee for Using National Highway My Loc Toll Gate on National Highway 21B, Nam Dinh Province (the collection level already includes value-added tax).

Article 3. Fee Collection Documents

The toll receipt for using national highway at My Loc toll gate on National Highway 21B, Nam Dinh Province shall be implemented according to Article 9 of Circular No. 159/2013/TT-BTC.

Article 4. Management and Use of Collected Fees

1. The fee for using national highway at My Loc toll gate on National Highway 21B, Nam Dinh Province shall be collected, paid, managed and used according to Article 8 of Circular No. 159/2013/TT-BTC. The total annual revenue from the fee after deducting taxes as prescribed shall be determined as the amount for recovering capital under the financial plan of the BOT Contract for the Investment Project of Building the Section of Road Avoiding Nam Dinh City from National Highway 10 to My Loc Town.

2. The unit assigned the task of collecting the fee for using national highway at My Loc toll gate on National Highway 21B, Nam Dinh Province shall be responsible for:, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP establishing ticket sales points at the toll gate conveniently for vehicle users, avoiding traffic congestion, selling tickets promptly and fully according to the requirements of buyers, without limiting the time for monthly and quarterly tickets;

a) T, amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Points of sale tickets at toll stations shall be conveniently located for persons whendevelopmenting traffic vehicles, avoiding traffic congestion, selling promptly and fully all types of tickets according to the requirements of buyers, without limiting the time for monthly and quarterly tickets;

b) Implement registration, declaration, collection, payment, use of collection receipts, and publicize the system of collection of the fee for using national highways as prescribed;

c) Report the results of fee collection regularly monthly, quarterly, and annually to the People's Committee of Nam Dinh Province and the Vietnam Highway Corporation as prescribed., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPDirector General of the Vietnam Road Administration in accordance with regulations.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

1. This Circular takes effect from June 1, 2016. 2. Repeal Circular No. 36/2013/TT-BTC dated April 4, 2013 of the Ministry of Finance stipulating the level of collection, procedures for collection, payment, management, and use of road usage fees at the My Loc toll station, Nam Dinh Province.

3. The parties involved in signing the BOT Contract for the Investment Project of Building the Section of Road Avoiding Nam Dinh City from National Highway 10 to My Loc Town shall adjust the BOT Contract project to comply with the fee collection levels prescribed in this Circular.yTo avoid Nam Dinh City from National Highway 10 to My Loc Town, implement the adjustment of HnationalBOT project contract to be appropriatenationalwith the fee levels prescribed in this Circular.

4.
