Circular No. 33/2018/TT-BCA Amending certain Articles of Circular No. 61/2015/TT-BCA dated November 16, 2015 on the model of the Citizen Identity Card

CIRCULAR

AMENDING CERTAIN ARTICLES OF CIRCULAR NO. 61/2015/TT-BCA
DATED OCTOBER 16, 2015 ON THE MODEL OF NATIONAL IDENTITY CARDS

Pursuant to the Law on National Identity Cards dated November 20, 2014;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 stipulating functions, tasks, powers and organizational structure of the Ministry of Public Security;

At the proposal of the Director of Administrative Police Department for Social Order Management;

The Minister of Public Security issues this Circular amending certain articles of Circular No. 61/2015/TT-BCA dated October 16, 2015 stipulating the model of national identity cards.

Article 1. Amending Certain Articles of Circular No. 61/2015/TT-BCA Dated October 16, 2015 Stipulating the Model of National Identity Cards

1. Replace the phrase “DIRECTOR OF THE DEPARTMENT OF RESIDENTIAL REGISTRATION AND POPULATION DATA MANAGEMENT POLICE” with the phrase “DIRECTOR OF THE DEPARTMENT OF ADMINISTRATIVE POLICE FOR SOCIAL ORDER MANAGEMENT” on the back of the national identity card model specified in point b, clause 2, Article 3, as follows:

2. Replace the phrase “Department of Registration and Management of Residences and National Population Data, General Police Department, Ministry of Public Security” with the phrase “Department of Administrative Police for Social Order Management, Ministry of Public Security” in Article 4.

3. Replace the phrase “General Police Department” with the phrase “Department of Administrative Police for Social Order Management”; replace the phrase “Logistics and Technical General Department” with the phrase “Institute of Science and Technology, Ministry of Public Security” in clause 1 and clause 2 of Article 7.

4. Amend clause 3 of Article 7 as follows:

“3. In September each year, prepare an estimate of the need for national identity cards for the following year to be submitted to the Department of Administrative Police for Social Order Management.”

Article 2. Effective Date

This Circular takes effect from the date of issuance.

Article 3. Responsibilities for Implementation

1. The Director of the Department of Administrative Police for Social Order Management is responsible for monitoring, guiding, inspecting and urging the implementation of this Circular.

2. Heads of units under the Ministry of Public Security, Directors of Provincial Police Departments, Municipalities directly under the Central Government, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

During the implementation of this Circular, if there are difficulties or obstacles, police units, localities, relevant agencies, organizations, and individuals shall report to the Ministry of Public Security (through the Department of Administrative Police for Social Order Management) for timely guidance./.
