CIRCULAR
Issuing the System of Statistical Indicators for the Industry and Trade Sector
---------------
Pursuant to the Statistics Law on November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicator Catalogue of the Statistics Law on November 12, 2021;
Based on Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the structure, tasks, and powers of centralized statistical organizations and statistical organizations under ministries and ministerial-level agencies;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators belonging to the National System of Statistical Indicators and the process of compiling the Gross Domestic Product and Gross Regional Domestic Product indicators;

The Minister of Industry and Trade issues this Circular stipulating the System of Statistical Indicators for the Industry and Trade Sector.
Article 1. Scope of Regulation and Applicability
Article 1. This Circular stipulates the System of Statistical Indicators for the Industry and Trade Sector comprising: the Catalogue of Statistical Indicators for the Industry and Trade Sector and the Contents of Statistical Indicators for the Industry and Trade Sector under the management authority of the Ministry of Industry and Trade as prescribed by law.
Article 2. This Circular applies to agencies, organizations, and individuals implementing statistical work in the Industry and Trade Sector.
Article 2. System of Statistical Indicators for the Industry and Trade Sector
Clause 1. The System of Statistical Indicators for the Industry and Trade Sector is a collection of statistical indicators for the industry and trade sectors, serving as a tool for collecting and consolidating statistical information on the Industry and Trade Sector to support the guidance and management activities of the Ministry of Industry and Trade and other state management agencies in assessing, forecasting situations, formulating and planning strategies, master plans, and development plans for the Industry and Trade Sector, contributing to the implementation of national socio-economic development plans and meeting the demand for statistical information on the Industry and Trade Sector from organizations and individuals.
Clause 2. The System of Statistical Indicators for the Industry and Trade Sector serves as a basis for dividing responsibilities and coordinating between state management agencies, organizations, and individuals in implementing the Statistical Survey Program, Statistical Reporting System, and using administrative data for statistical activities in the Industry and Trade Sector.
Clause 3. The Catalogue of Statistical Indicators for the Industry and Trade Sector is specified in Appendix 1 attached hereto, including: Serial number; Code; Group, name of statistical indicator.
Clause 4. The Contents of Statistical Indicators for the Industry and Trade Sector are specified in Appendix 2 attached hereto, including: Group of state management indicators for the Industry and Trade Sectors; Group of enterprise management indicators under the Ministry and units under the Ministry. Each indicator includes: Name, concept, calculation method, main classification, publication period, source of data, agency responsible for collecting and consolidating information as prescribed by the Statistics Law.
Article 3. Content of Building the System of Statistical Indicators for the Industry and Trade Sector
Clause 1. To build, amend, and supplement statistical indicators for the Industry and Trade Sector in synchronization with national statistical indicators and in accordance with international practices.
Clause 2. Standardize statistical indicators for the Industry and Trade Sector.
Point a) Name of statistical indicator;
b) Purpose and Significance;
Point c) Concept, content, calculation method;
Point d) Main classification;
Point đ) Publication period;
Point e) Data source;
Point g) Agency responsible for collecting and consolidating.
Clause 3. Collect, consolidate, compile, and publish information on statistical indicators for the Industry and Trade Sector.
Clause 4. Develop survey plans and organize surveys within the National Statistical Survey Program under the responsibility of the Ministry of Industry and Trade; develop the Statistical Survey Program for the Industry and Trade Sector; develop survey plans and organize surveys within the Statistical Survey Program for the Industry and Trade Sector.
Clause 5. Develop Statistical Reporting Systems applicable to Provincial Departments of Industry and Trade under central cities, Statistical Reporting Systems applicable to administrative units under the Ministry of Industry and Trade, and Statistical Reporting Systems applicable to enterprises under the Ministry of Industry and Trade.
Clause 6. Review and submit for review survey plans, survey results, inspect, and supervise the implementation of surveys within the National Statistical Survey Program under the responsibility of the Ministry of Industry and Trade, surveys within the Statistical Survey Program for the Industry and Trade Sector, Statistical Reporting Systems applicable to Provincial Departments of Industry and Trade under central cities, Statistical Reporting Systems applicable to administrative units under the Ministry of Industry and Trade, and Statistical Reporting Systems applicable to enterprises under the Ministry of Industry and Trade.
Clause 7. Develop Statistical Classification for the Industry and Trade Sector; Economic and Technical Standards and Quality Management Standards in the Industry and Trade Sector; Statistical Yearbooks and Statistical Publications for the Industry and Trade Sector.
Clause 8. Develop, manage, operate, maintain, connect, and share statistical data in the Information System and Database of Statistical Indicators for the Industry and Trade Sector.
Clause 9. Develop the Publicity Schedule for Statistical Information of the Ministry of Industry and Trade; Regulations on the Publicity of State Statistical Information under the responsibility of the Ministry of Industry and Trade; Regulations on Coordination with Central Statistical Agencies, Ministries, and Sectors in Using Administrative Data for State Statistical Activities.
Clause 10. Develop and implement inspection plans for compliance with statistical laws by Provincial Departments of Industry and Trade under central cities, administrative units under the Ministry of Industry and Trade, and enterprises under the Ministry of Industry and Trade.
Clause 11. Coordinate with central statistical agencies to develop inspection plans and coordinate inspections of compliance with statistical laws by agencies and organizations under the Industry and Trade Sector.
Article 4. Responsibilities for Implementation
Clause 1. Department of Planning and Finance
The Department of Planning and Finance is responsible for leading and coordinating the implementation of tasks from Clause 1 to Clause 11 of Article 3.
Clause 2. Units under the Ministry
Units under the Ministry lead and coordinate the implementation of Clauses 1 to 5; coordinate the implementation of Clauses 10 and 11 of Article 3.
Clause 3. Provincial Departments of Industry and Trade under central cities, administrative units, and enterprises under the Ministry of Industry and Trade; related organizations and individuals have the responsibility to cooperate in providing information on statistical indicators under the System of Statistical Indicators for the Industry and Trade Sector as prescribed by law.
Article 5. Implementation Provisions
Article 1. This Circular takes effect from February 4, 2023.
2. This Circular replaces Circular No. 40/2016/TT-BCT dated December 30, 2016, issued by the Minister of Industry and Trade on the Statistical Indicators System for the Industry and Trade Sector.
3. In cases where the legal normative documents cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the newly issued documents.
4. During the implementation of this Circular, if there are difficulties or obstacles, they should be promptly reported to the Ministry of Industry and Trade for study and resolution./.
