JOINT DECREE

REGULATING ADDITIONAL TEACHING ALLOWANCE FOR TEACHERS AT ALL LEVELS

MINISTER OF EDUCATION AND TRAINING

MINISTER OF HOME AFFAIRS

MINISTER OF FINANCE

Pursuant to Decree No. 119/SL dated July 9, 1946 establishing the Ministry of Education;

Pursuant to Decree No. 76/SL dated May 20, 1950 promulgating the Regulations for Civil Servants Supporting Government Work;

After consultation between the Ministry of Education, the Ministry of Home Affairs, and the Ministry of Finance,

DECREE:

Article 1. Teachers in the education sector, in addition to their officially mandated teaching hours per week as prescribed, if required to teach additional classes will receive an additional allowance for extra teaching as follows:

- Primary school teachers: VND 13,000 per month for one additional class, or VND 500 per day if only teaching a few days.

- Secondary school teachers: VND 600 per hour.

- High school teachers: VND 800 per hour.

- University adjunct professors: VND 1,000 per hour.

Article 2. The maximum number of additional teaching hours for a teacher shall not exceed six hours per week. For primary schools, no more than one additional class is allowed.

Article 3. Teachers providing extra classes at any level will receive the allowance corresponding to that level's rate.

Article 4. Staff from other sectors and education sector staff not engaged in teaching duties, if invited to teach for a certain number of hours due to necessity, shall also be paid according to the rates set forth in Article 1.

For private individuals, double the rate will apply.

Article 5. A Circular from the Ministry of Education will provide guidance on implementing this Decree.

Article 6. This Decree shall take effect as of January 1, 1956. Any provisions contrary to this Decree are hereby abolished.

Article 7. The Heads of the Ministries' Offices, Directors of Personnel Departments at the Ministry of Home Affairs, Directors of Financial Management Departments for Public Services at the Ministry of Finance, and Directors of General Education Departments at the Ministry of Education, as well as Chairmen of Administrative Committees in all regions shall implement this Decree accordingly./.
