DIRECTIVE
ON THE DISPLAY OF PRICES
To strengthen market management and combat speculative price hikes illegally according to Decision No. 312-CP of the Council of Ministers, the Prime Minister instructs the People's Committees of provinces and cities to direct the display of prices as follows:
1. All state-owned enterprises, collective and individual trading establishments must display selling prices when offering products for sale on the market.
2. State-owned, collective trading and service enterprises, and retail agencies supplying goods to state trading and cooperative trading must display selling prices for all goods sold and service fees according to state-set prices (for items subject to unified state price control) or trading prices (for other items).
3. Private trading and service enterprises must register displayed prices for a list of goods and services as prescribed by the provincial or municipal People's Committee; they must register with the tax authority at the district, town, or county level or at the enterprise itself depending on the nature of the goods. For essential goods and services affecting people's lives, the provincial or municipal People's Committee directs and guides the People's Committees of towns, wards, districts, and counties through the County Price Financial Departments to approve the prices registered by private trading and service enterprises for display.
Business operators must display prices strictly in accordance with the registered levels and sell goods and charge service fees according to the displayed prices. In cases where it is necessary to change selling prices or service fees, business operators must re-register the prices before changing the displayed prices.
Relevant authorities must handle all violations of the price display system, increases in selling prices, and service fees, and displayed prices in accordance with Article 3 of the Council of Ministers' Decision No. 312-CP dated October 1, 1980.
The National Price Control Commission shall coordinate with the Ministry of Internal Trade and the Ministry of Finance to issue a circular providing detailed guidance to localities for implementing this Directive.
