ON THE FUNCTIONS, DUTIES, POWERS AND ORGANIZATION OF THE INTERNATIONAL COOPERATION DEPARTMENT

THE MINISTER OF JUSTICE

Considering the proposal of the Head of the Cadre and Civil Service Department,
Pursuant to the Government Decree No. 62/2003/NĐ-CP dated June 6, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Justice;
Considering the proposal of the Director of the Organization and Cadres Department and the Director of the International Cooperation Department of the Ministry of Justice,

DECISION:

Article 1. The International Cooperation Department is a unit under the Ministry of Justice, with the function of assisting the Minister of Justice to uniformly manage activities of cooperation with foreign countries on laws and international cooperation in areas under the Ministry's jurisdiction.

Article 2. The International Cooperation Department has the following tasks and powers:

1. To take the lead or participate in drafting projects and draft regulatory legal documents on cooperation with foreign countries on laws and international cooperation in areas under the Ministry's jurisdiction for the Minister to submit to competent authorities for issuance or issuance within their authority;

2. To propose policies and directions for cooperation with foreign countries on laws for the Minister to submit to the Government and the Prime Minister;

3. To review the content of programs, plans, and projects of cooperation with foreign countries on laws, including amendments, supplements, or extensions of such programs, plans, and projects;

4. To consolidate and coordinate programs, plans, and projects of cooperation with foreign countries on laws; To take the lead or participate in drafting, negotiating, and completing procedures for signing agreements, programs, and projects of international cooperation in areas under the Ministry's jurisdiction; To organize the implementation of these agreements, programs, and projects;

5. To guide, urge, and inspect the implementation of activities of cooperation with foreign countries on laws;

6. To compile and build plans for sending delegations abroad and receiving delegations from abroad for approval by the Minister and to coordinate with relevant units under the Ministry to implement these plans;

7. To uniformly manage the organization of international conferences and seminars of the Ministry of Justice; To propose to the Minister on allowing foreign agencies and organizations authorized by central agencies to organize international conferences and seminars related to areas under the Ministry's jurisdiction;

8. To manage passports of officials and civil servants of the Ministry of Justice in accordance with the provisions of the law;

9. To manage the reception of international guests of the Ministry of Justice;

10. To participate in the activities of international organizations and forums as assigned by the Minister;

To carry out diplomatic protocol activities in accordance with regulations;

11. To compile and evaluate the results of implementing activities of cooperation with foreign countries on laws;

12. To manage the staff and assets of the Department;

13. Perform other tasks assigned by the Minister.

Article 3. The International Cooperation Department consists of the Director, Deputy Directors, and specialized professional civil servants.

The staffing of the International Cooperation Department belongs to the administrative staffing of the Ministry of Justice, decided by the Minister based on the proposal of the Director of the Organization and Cadres Department and the Director of the International Cooperation Department.

The Director of the International Cooperation Department is responsible for coordinating with the Director of the Organization and Cadres Department to develop the Regulations on the Organization and Operation of the International Cooperation Department for the Minister to issue.

Article 4. This Decision shall take effect from the date of signing.

The Heads of the Office, the Director of the Organization and Cadres Department, the Director of the International Cooperation Department, and the Heads of units under the Ministry of Justice are responsible for implementing this Decision./.
