DECISION OF THE PRIME MINISTER

Regarding the approval of the Project "Strengthening Personnel, Equipment, and Training for Highway Traffic Police Force"

PRIME MINISTER

 

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to curb the increase and gradually reduce traffic accidents and traffic congestion;

Pursuant to the Prime Minister's conclusion on the Project "Strengthening Personnel, Equipment, Training, Benefits, and Policies for Highway Traffic Police Force" (announced by the Government Office in Notification No. 166/TB-VPCP dated September 5, 2005);

Considering the proposal of the Minister of Public Security in Report No. 77/BCA(C11) dated September 20, 2005; The opinion of the Ministry of Transport (in Circular No. 6791/BGTVT-VT dated October 28, 2005); The opinion of the Ministry of Planning and Investment (in Circular No. 7477/BKH-QPAN dated October 28, 2005); The opinion of the Ministry of Finance (in Circular No. 13819/BTC-VI dated November 2, 2005),

 

DECISION:

 

Article 1. Approves the Project "Strengthening Personnel, Equipment, and Training for Highway Traffic Police Force" of the Ministry of Public Security with the main contents as follows:

1. Name of the Project: "Strengthening Personnel, Equipment, and Training for Highway Traffic Police Force".

2. Objectives of the Project:

To strengthen the highway traffic control system in terms of personnel, equipment provision for the direct traffic police force responsible for maintaining traffic order and safety, thereby enhancing the effectiveness of enforcing laws on traffic order and safety, ensuring smooth traffic flow; reducing traffic accidents and congestion; and effectively combating various types of crimes operating on transportation routes.

3. Project Leader: Highway Police General Department - Ministry of Public Security.

4. Management Form of the Project:

The Project Leader directly manages and implements the Project.

5. Contents of the Project:

a) Organizing the highway traffic control station system on key national roads; initially focusing on implementing pilot projects on National Road 1A, National Road 5, and National Road 51; subsequently organizing experience sharing, reporting to the Prime Minister before further deployment. Building traffic control stations at city gates in major central cities, especially in Hanoi and Ho Chi Minh City, to control traffic entering and exiting urban areas and be ready to respond to sudden situations. Establishing a traffic police command information system linked to the general command information system of the public security sector. Establishing a mechanism for coordinating the management responsibilities of local authorities and unified command and operation from the Highway Police General Department, Ministry of Public Security to reduce traffic accidents and congestion both in the short term and long term.

b) Gradually increasing personnel for the direct traffic police force responsible for maintaining traffic order and safety; improving training quality while ensuring benefits and policies for officers and soldiers.

c) Increasing the provision of essential technical equipment directly serving patrol, inspection, violation handling, and crime fighting activities on transportation routes.

6. The above contents of the Project will be developed into three component projects:

- Project 1: Organizing the highway traffic control system; building traffic police stations on key national roads, traffic police stations at city gates in central cities.

Project Owner: Highway Police General Department - Ministry of Public Security.

- Project 2: Increasing personnel and training for the highway traffic police force.

Project Owner: Force Construction General Department - Ministry of Public Security.

- Project 3: Increasing traffic vehicles, technical equipment, and command information systems serving the traffic order and safety maintenance work of the highway traffic police force.

Project Owner: Highway Police General Department - Ministry of Public Security.

7. The total investment for the component projects is VND 1,038 billion; of which Project 1 is VND 170 billion, and Project 3 is VND 868 billion.

8. Source of funds: Projects 1 and 3 are guaranteed by state budget from centralized construction investment funds, the source of funds for Project 2 is allocated in the annual budget estimate (current expenditure) of the Ministry of Public Security according to the State Budget Law.

9. Implementation period for the component projects accompanying the Project: from 2003 to the end of 2007.

Article 2. Organization and Implementation of the Project

1. Entrust the Minister of Public Security, based on the opinions of relevant ministries and sectors, to complete the project and approve the component projects No. 1 and No. 3, directing the implementation of the project in accordance with current laws:

- For Project 1: Implementing pilot projects on key national roads such as National Road 1A, National Road 5, and National Road 51. Subsequently organizing experience sharing, reporting to the Prime Minister before full-scale implementation. Transfer the construction plan of the Command Information Center to Project 3.

- For Project 3: Procurement of main equipment for surveillance and patrol must be strictly carried out in accordance with current regulations, ensuring the requirements and tasks assigned; paying attention to purchasing similar equipment produced domestically to ensure quality. Command information equipment must utilize existing systems and connect to the general command of the public security sector.

If adjustments or changes to the investment list or adjustment of the budget estimates of the component projects are deemed necessary during the implementation of the project: entrust the Minister of Public Security to decide and take responsibility, but must ensure the objectives and remain within the approved total investment for each project.

2. The Ministry of Public Security shall coordinate with provincial and municipal people's committees under the central government and the Ministry of Transport to calculate and allocate land for building traffic police stations on key national roads and traffic police stations at city gates in central cities as proposed by the Ministry of Public Security.

3. The Ministry of Planning and Investment, the Ministry of Finance shall be responsible for allocating funds to ensure the implementation of the projects according to schedule, fiscal year, and in accordance with the State Budget Law and related legal documents.

4. The Ministry of Public Security shall take the lead and coordinate with the Ministry of Home Affairs to specifically calculate the number of additional personnel for traffic police based on assigned tasks and in accordance with training capabilities; coordinate with the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Planning and Investment to specifically calculate the annual budget for recruitment, training, and ensuring benefits and policies for the increased number of traffic police officers (Project 2).

5. Entrust the Ministry of Public Security to take the lead and coordinate with relevant ministries and sectors to implement the tasks of the Project according to schedule and fiscal year; be responsible for strictly directing and supervising the implementation of component projects to avoid waste and loss.

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Ministers of the Ministries of Public Security, Finance, Planning and Investment, Transport, Home Affairs, and the Chairpersons of the People's Committees of centrally governed cities and provinces are responsible for enforcing this Decision./.
