To obtain basic information to serve the Socio-Economic Development Strategy for 2001-2010;
At the proposal of the General Statistics Office Director,
DECISION:
Article 1. The Comprehensive Rural, Agricultural, and Fisheries Survey in 2001 will be conducted nationwide to collect basic data serving the implementation of strategies and plans for rural development, agriculture, and fisheries from 2001 to 2010.
Article 2. The survey will cover five main issues:
- Basic situation of rural households;
- Infrastructure of communes and the current state of industrialization and modernization of agriculture and rural areas;
- Production relations in rural areas and farm economy;
- Basic situation and production capacity of the fisheries sector;
- Economic structure of rural areas, agriculture, and fisheries, and capital in rural areas.
Article 3. The survey will be implemented from October 1, 2001 to May 31, 2002, with the official results to be announced in December 2002.
Article 4. Implementation organization:
Establish Steering Committees at central and local levels for the Comprehensive Survey. The Central Steering Committee will be headed by the Director of the General Statistics Office.
Local Steering Committees will be chaired by a leader of the People's Committee; the head of the local statistical agency will serve as the Vice-Chairman in charge of regular operations, with participation from relevant departments and agencies.
Article 5. Responsibilities of the sectors
1. The General Statistics Office shall take the lead and coordinate with relevant ministries, sectors, and localities in implementing the Comprehensive Survey.

Article 7. The Director of the General Statistics Office, Ministers of the Ministries of Planning and Investment, Agriculture and Rural Development, Fisheries, and Finance; Chairmen of Provincial People's Committees directly under the Central Government are responsible for enforcing this Decision.
