CIRCULAR
Regarding the guidance on implementing Decree No. 56/1998/NĐ-CP of the Government stipulating forms, subjects, and criteria for awards granted by the Government, ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels;
to specify the criteria for awarding Labor Medals;After a period of implementing Circular No. 14/1999/TT-BGD&ĐT dated March 22, 1999, of the Ministry of Education and Training guiding the implementation of Decree No. 56/1998/NĐ-CP of the Government stipulating forms, subjects, and criteria for awards granted by the Government, ministries, ministerial-level agencies, agencies under the Government, and People's Committees at all levels; specifying the criteria for awarding Labor Medals, the Ministry of Education and Training now amends and supplements the provisions at Point 1, Section IV of this Circular concerning the composition of the School Competition and Award Council for vocational high schools, colleges, and universities as follows:
"- Chairperson of the Competition and Award Council: Principal- Vice-Chairperson of the Competition and Award Council: Secretary of the Party Committee, Chairman of the Trade Union.

All previous provisions contrary to this Circular are abolished; other provisions of Circular No. 14/1999/TT-BGD&ĐT dated March 22, 1999, of the Ministry of Education and Training remain valid.
