DECISION
Regarding the approval of the project "Technical Support for Preparing the Conservation Fund Component of the Forestry Development Project - code number GEF-PPGTF 050719" funded by the Global Environment Facility
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government on the issuance of the Regulation on Management and Utilization of Unofficial Development Assistance (ODA);
Pursuant to Decision No. 64/2001/QĐ-TTg dated April 26, 2001 of the Government on the issuance of the Regulation on Management and Utilization of Non-Governmental Foreign Aid;
Considering the proposal of the Forest Development Department - letter No. 182/PTLN-KHTH regarding the request for approval of Technical Support for Preparing the Conservation Fund Component GEF;
At the proposal of the Director of the International Cooperation Department.
DECISION:
Article 1. Approve the contents of the project "Technical Support for Preparing the Conservation Fund Component of the Forestry Development Project - code number GEF - PPG TF 050719" funded by the Global Environment Facility (GEF), with the main information as follows:
2. Project Name: Technical Support for Preparing the Conservation Fund Component of the Forestry Development Project - code number GEF - PPG TF 050719.
3. Funding Agency: Global Environment Facility (GEF)
4. Project Managing Authority: Ministry of Agriculture and Rural Development.
5. Project Implementing Authority: Forest Development Department
6. Specific Objectives of the Project: To support the preparation of the Conservation Fund Component of the Forestry Development Project aimed at sustainable forest management and biodiversity conservation.
7. Project Implementation Period: 10 months (from May 2002 to February 2003).
Total Project Budget: 200,000 US dollars from the Global Environment Facility entrusted through the World Bank.
Article 2. The Forest Development Department is assigned to lead and coordinate with the Forest Protection Department, the GEF Fund, the World Bank, and related agencies/locations to implement this project according to the provisions set forth in Article 1 of this Decision, complying with current ODA/funding management regulations of the Ministry and the State.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Head of the Ministry's Office, the Director of the Organization and Cadre Affairs Department, the Director of the International Cooperation Department, the Director of the Planning and Master Planning Department, the Director of the Finance and Accounting Department, the Director of the Forest Development Department, and the leadership of relevant Departments, Bureaus, and Institutes shall be responsible for implementing this Decision.
