Article 1. Position and Function
1. The Plant Protection Institute is established pursuant to point c, Clause 1, Article 2 of Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the

The Plant Protection Institute is a scientific and technological institution under the Vietnam Academy of Agricultural Sciences, tasked with conducting research and transferring technology related to pests and beneficial organisms in agriculture and forestry, quarantine objects, and plant protection chemicals throughout the country.
The English name of the Institute is Plant Protection Research Institute, abbreviated as PPRI.
3. The Institute shall be funded by the State for its operations, may use its seal and open separate accounts at the State Treasury and Bank in accordance with the law. The headquarters of the Institute is located in Từ Liêm District, Hanoi City.
Article 2. Tasks of the Institute
1. Develop long-term, five-year, and annual research and technology transfer programs and plans in the field of agriculture and forestry to serve national socio-economic development, submit them to competent authorities for approval and organize their implementation.
2. Conduct research and transfer technology in the following areas:
a) Basic surveys of harmful and beneficial organisms, establishment of gene banks for organisms in plant protection; preservation and construction of national standard collections of insects, diseases, weeds, agricultural microorganisms, and natural enemies;
b) Research on pests, diseases, weeds, and other harmful organisms affecting crops and forestry, and solutions for their control;
c) Research and application of biological methods in plant protection;
d) Research on toxicity, residues, development of plant protection chemicals, and safe usage practices for food safety and environmental protection;
đ) Research and identification of quarantine objects;
e) Research on risk assessment and pest management to ensure safe agricultural production;
f) Participate in breeding high-yielding, quality-resistant crop varieties for various ecological regions of the country.
3. Conduct testing and inspection of plant protection chemicals.
4. Carry out extension activities in plant protection for agriculture and forestry.
5. Engage in international cooperation in research, technology transfer, expert collaboration, and human resource training in the field of plant protection according to state regulations.
6. Enter into joint ventures and collaborations with domestic organizations for research, technological development, new technique trials, and human resource training in the field of plant protection according to legal provisions.
7. Operate business activities in compliance with the law.
8. Manage and utilize human resources, funds, and assets effectively in accordance with legal provisions.
Article 3. Organizational Structure of the Institute
1. Leadership of the Institute:
The leadership of the Plant Protection Institute consists of the Director and Deputy Directors.
a) Director: appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Sciences and is responsible before the Director of the Vietnam Academy of Agricultural Sciences and the law for all activities of the Institute;
b) Deputy Director: appointed by the Director of the Vietnam Academy of Agricultural Sciences upon the recommendation of the Director of the Plant Protection Institute and is responsible before the Director and the law for the tasks assigned by the Director.
2. Departments assisting the Director in performing tasks:
a) Administrative Affairs Department;
b) Science and International Cooperation Department;
c) Finance and Accounting Department. Each department has a Head and Deputy Head. Depending on specific conditions, the Director of the Vietnam Academy of Agricultural Sciences may establish additional departments but not exceeding three.
3. Research Departments:
a) Plant Disease Department;
b) Insect Department;
c) Plant Immunity Department;
d) Pesticides, Weeds, and Environment Department;
đ) Pest Diagnosis and Natural Enemy Identification Department;
e) Economic Use of Pesticides Department. Each department has a Head and Deputy Head.
4. Subordinate units of the Institute: Biological Control Center. The Center has a Director and Deputy Director.
5. Plant Protection Technology Consulting and Investment Development Company: The Company is a subsidiary of the Institute, operating in accordance with the law.
Article 4. The Director of the Vietnam Academy of Agricultural Sciences is entrusted with specifying detailed tasks, approving the Charter of organization and operation of the Institute; the Director of the Plant Protection Institute is entrusted with defining functions, tasks, organizational structure, and operational regulations for subordinate organizations; registering scientific and technological activities of the Institute with competent authorities according to current state regulations.
Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 6. The Chief of the Office, the Department Heads of the Department of Organization and Cadres, the Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Sciences, and the Director of the Plant Protection Institute are responsible for implementing this Decision./.
