On the basis of Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Plant Protection and Quarantine Ordinance 2001;
Pursuant to Decree No. 02/2007/NĐ-CP dated January 5, 2007 of the Government on plant quarantine.
At the proposal of the Director of the Plant Protection Department.
Issuing the list of objects subject to plant quarantine analysis for risk assessment before importation into Vietnam, including:
DECISION:
Article 1. Plants and plant products
1. a) Plant seeds and propagation materials;
b) Fresh fruits.
Living organisms within the scope of plant protection
2. a) Biological control agents
b) Other living organisms
Other objects with high risk of carrying harmful organisms will be identified and supplemented at different times.
3. The above objects shall only undergo new risk analysis or review previous risk analysis results when they fall under any of the following circumstances:
Article 2. First-time importation into Vietnam;
1New origin;
2. Scientific and practical evidence of pest outbreaks within the scope regulated by Vietnam in the exporting country;
3Detection of pests within the regulated scope on imported objects;
4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. It will be amended and supplemented at different times to suit the actual situation regarding the importation of objects subject to plant quarantine.
Article 3. The Head of the Ministry's Office, the Director of the Plant Protection Department, and the heads of relevant units and individuals are responsible for implementing this Decision./.
