MINISTER OF INFORMATION AND COMMUNICATIONS
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
At the proposal of the Director of the Cadre and Civil Servant Department and the Head of the Ministry's Office,
DECISION:
Article 1: Position and Functions
The Ministry of Information and Communications' Office (hereinafter referred to as the Ministry's Office) is an agency under the Ministry with the function of advising and coordinating general activities among departments and units under the Ministry; serving as the central point for relations with central ministries and localities according to the Minister's directives; implementing administrative, management, archival, financial, and accounting work for the Ministry's operations.
The Ministry's Office has its own seal and bank account for transactions.
Article 2: Tasks and Powers
The Ministry's Office has the following tasks and powers:
1. To compile and submit to the Minister the regular work program and plan of the Ministry, and to monitor and urge the implementation thereof after approval; to organize the implementation of regular and ad hoc reports on the performance of the Ministry's tasks as prescribed by the Government and the Ministry; to draft and submit to the Minister for issuance the Work Regulation of the Ministry and to urge its implementation after issuance;
2. To manage and guide departments and units under the Ministry in document management and archiving; to organize the implementation of administrative, document management, and archiving work of the Ministry in accordance with the law;
3. To check the format and procedures for issuing documents of the Ministry;
4. To organize and serve meetings, working sessions, and receptions for the Ministry's leadership; to manage the minutes of conferences, meetings, working sessions, and receptions; to coordinate with departments and units under the Ministry to prepare articles, responses, and interviews for the Ministry's leadership;
5. To take the lead and coordinate with relevant units in providing information to mass media, organizations, and individuals;
6. To be the central point for the Ministry to receive information and to compile the situation of specialized activities within the Ministry's jurisdiction at provinces and centrally-administered cities;
7. To manage material assets, ensure transportation means and working conditions for the Ministry's offices; to manage property, research and propose investment plans, manage basic construction, renovation, and repair of office buildings; to support administrative and public service units under the Ministry according to the Minister's assignment;
8. To manage accounting and finance at the grassroots level; to manage operational funds of the Ministry's offices according to financial and accounting regulations and state regulations on foreign exchange management;
9. To organize the implementation of security, order, safety, and fire prevention measures at the Ministry's offices; to coordinate in managing reserve mobilization and self-defense militia;
10. To organize the implementation of reception, ceremonial, and funeral duties of the Ministry; to be the central point for the Ministry's offices to fulfill their obligations to localities;
11. To coordinate with relevant departments and units under the Ministry to implement welfare policies and care for the living conditions of cadres, civil servants, and employees at the Ministry's offices; to coordinate in implementing retirement affairs of the Ministry's offices;
12. To be the central point and coordinate with departments and units under the Ministry to implement the Ministry's administrative reform program according to the State administrative reform program of the Government and the Prime Minister's directives;
13. To coordinate with departments and units under the Ministry to manage the computer network and implement the application of information technology in the Ministry's operations;
14. To implement personnel, civil servant, contractual laborer, asset, and file management systems of the Ministry's Office in accordance with the law and the Minister's delegation;
15. To perform other tasks assigned by the Minister.
Article 3: Organizational Structure and Staffing
1. Leadership of the Ministry's Office:
The Ministry's Office has a Head and Deputy Heads.
The Head is responsible to the Minister for organizing and implementing the assigned functions, tasks, and powers.
Deputy Heads assist the Head in directing and managing all aspects of the Ministry's Office's work and are responsible to the Head for the tasks assigned to them.
2. Organizational Structure and Staffing:
- General Affairs Division
- Document Management and Archival Division
- Administrative Division
- Management Division
- Accounting Division
The staffing of the Ministry's Office is established by the Head and submitted to the Minister of Information and Communications for decision. Based on work requirements, the Head may enter into ordinary labor contracts.
The Head specifies the specific tasks and working relationships between divisions and the staffing of each division; drafts the Ministry's Office Work Regulation for approval by the Ministry's leadership.
Article 4: Effectiveness
This Decision takes effect fifteen (15) days from the date of publication in the Official Gazette. Decree No. 70/2004/QĐ-BBCVT dated December 9, 2004 of the Minister of Posts and Telecommunications on the functions, tasks, powers, and organizational structure of the Ministry's Office is hereby abolished.
Article 5: Responsibility for Implementation
The Head of the Ministry's Office, the Director of the Cadre and Civil Servant Department, and the Heads of departments and units under the Ministry of Information and Communications are responsible for implementing this Decision./.
