Based on the Ordinance on Management and Use of Weapons, Explosives, and Auxiliary Tools;
Based on Decree No. 25/2012/NĐ-CP dated April 5, 2012 detailing certain provisions of the Ordinance on Management and Use of Weapons, Explosives, explosion 5. Agencies, organizations, individuals related to training, issuance, renewal, reissuance of certificates for weapon usage, and management certificates for weapons, support tools.
Based on Decree No. 26/2012/NĐ-CP dated April 5, 2012 detailing procedures, formalities, authorities, and funding for the receipt, collection, classification, storage, liquidation, and destruction of weapons, explosives, and auxiliary tools;
Pursuant to Decree No. 77/2009/NĐ-CP dated September 15, 2009 stipulating the Functions, Tasks, Authorities, and Organizational Structure of the Ministry of Public Security;
The Minister of National Defense stipulates the functions, tasks, powers, and working relationships of the Vietnam Peacekeeping Center., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CPDirector General of the Administrative Police Department under the Ministry of Public Security;
The Minister of Public Security issues this Circular specifying the forms to be used in management, receipt, collection, classification, storage, liquidation, and destruction of weapons, explosives explosion and auxiliary tools,
Chapter I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular specifies in detail the forms, methods of filling out the forms, printing costs, and management and use of forms in the management, receipt, collection, classification, storage, liquidation, and destruction of weapons, explosives, and auxiliary tools.
Article 2. Applicability
This Circular applies to:
1. Units and local public security agencies;
2. Agencies, organizations, and individuals related to the work of managing, receiving, collecting, classifying, storing, liquidating, and destroying weapons, explosives, and auxiliary tools.
Article 3. Forms used in management, receipt, collection, classification, storage, liquidation, and destruction of weapons, explosives explosion, assistance tools
The forms used in management, receipt, collection, classification, storage, liquidation, and destruction of weapons, explosives, and auxiliary tools (hereinafter referred to as forms) are designated with the code VC, including:
1. Permit for the use of military firearms, sports firearms, and auxiliary tools (code VC1).
2. Permit for the issuance of military firearms (code VC2).
3. Permit for purchasing crude weapons and auxiliary tools (code VC3).
4. Permit for transporting military firearms, explosives, and auxiliary tools (code VC4).
5. Permit for carrying weapons and auxiliary tools in and out of the territory of the Socialist Republic of Vietnam (code VC5).
6. Permit for repairing weapons and auxiliary tools (code VC6).
7. Certificate of use of military firearms (code VC7).
8. Certificate of weapon, explosive, and auxiliary tool management (code VC8).
9. Confirmation of declaration of crude weapons (code VC9).
10. Confirmation of registration of crude weapons and auxiliary tools (code VC10).
11. Declaration of weapons, explosives, and auxiliary tools (code VC11).
12. Inspection record of weapons, explosives, and auxiliary tools (code VC12).
13. Receipt record of weapons, explosives, and auxiliary tools (code VC13).
14. Liquidation record of weapons and auxiliary tools (code VC14).
15. Destruction record of weapons and auxiliary tools (code VC15).
16. Statistics and classification of received weapons, explosives, and auxiliary tools (code VC16).
17. Report on statistics and results of management of weapons, explosives, and auxiliary tools (code VC17).
18. Register of registered weapons and auxiliary tools (code VC18).
19. Register of managed crude weapons (code VC19).
20. Statistics register of received weapons, explosives, and auxiliary tools (code VC20).
Article 4. Size and color of forms
1. The size of the forms is specified as follows:
a) Form VC1, VC7, VC10 with dimensions 09 cm x 06 cm;
b) Form VC8, VC9 with dimensions 10 cm x 17 cm;
c) Form VC2, VC4, VC5, VC6, VC11, VC12, VC13, VC14, VC15 with dimensions 21 cm x 29.7 cm;
d) Form VC16, VC17 with dimensions 42 cm x 59.4 cm;
đ) Form VC3, VC18, VC19, VC20 with dimensions 21 cm x 29.7 cm, bound into volumes, each volume containing 200 pages. Form VC3 is bound with soft covers; form VC18, VC19, VC20 are bound with hard covers.
2. The types of forms specified below shall be printed in color, with patterns, the Public Security emblem in the center, and anti-counterfeiting techniques, specifically as follows:
a) Form VC1, VC3, VC7 printed in light green;
b) Form VC4 printed in light blue;
c) Form VC5, VC8 printed in light yellow;
d) Form VC9, VC10 printed in light pink.
3. Forms VC2, VC6, VC11, VC12, VC13, VC14, VC15, VC16, VC17, VC18, VC19, VC20 shall be printed in black and white.
Article 5. Management and use of forms
1. The General Administration of Police for Administrative Management of Public Order and Social Safety shall organize the printing and distribution of the forms specified in Clause 2, Article 4 of this Circular. Police units and localities shall organize the printing and distribution of the types of forms specified in Clause 3, Article 4 of this Circular. When printing, police units and localities must not change the content of the forms; they have the responsibility to manage the printing and issuance of forms and maintain records.
2. The management and use of forms shall be carried out according to the file system of police business.
Article 6. Printing costs for forms
1. The printing costs for forms are allocated in the annual state budget estimate of the Ministry of Public Security.
2. Annually, the General Administration of Police for Administrative Management of Public Order and Social Safety and the Public Security Departments of provinces and centrally-administered cities shall be responsible for preparing the printing cost estimates for their respective units and localities and submit them to the Financial Department. The Financial Department shall compile and prepare the printing cost estimates for submission to the leadership of the Ministry of Public Security for consideration and decision.
Chapter II
METHODS OF RECORDING FORMS
Article 7. Requirements for filling out forms
1. All contents in each form must be fully, accurately, and clearly filled out, and all writings must be in the same ink type.
2. A person coming to handle procedures who does not know how to write or cannot fill out the application themselves may ask another person to fill it out on their behalf based on their statement. The person filling out on behalf must fill it out truthfully, sign, write their full name, and bear responsibility for the filled-out application.
3. Registers must be written continuously page by page, without leaving any blank spaces.
4. Columns and items in the forms must be filled out according to the annotations and instructions in the forms (if any) and as prescribed in this Circular. In cases where information recorded in the columns and items of the forms is long, it can be abbreviated but must ensure that the basic information is clear.
5. Ink colors used for recording, printing license numbers, signatures of authorized persons, and contents in licenses shall only be blue, dark purple, or black ink.
6. Stamps affixed on forms VC1, VC7, VC10 are ink stamps of authorized public security agencies, with a diameter of 23 mm.
7. It is strictly prohibited to erase or alter the content already recorded in the forms at will.
Article 8. Methods of recording common information in forms
Common information in forms is recorded as follows:
1. Item "At the request of": Record the full name of the agency or organization; the number, date, month, year of the document requesting the authorized public security agency.
2. Item "Permitting organization": Record the full name of the agency or organization permitted to equip, purchase, carry, repair firearms, explosives, and support tools.
3. Item "Address": Record the specific and complete house number, street, road; group, village, hamlet, commune, ward, township, district, county, city under province; province, centrally-administered city where the main office of the agency or organization is located.
4. Item "Representative": Record the full name of the representative of the agency or organization permitted to use, purchase, carry, transport, repair... firearms, explosives, and support tools.
5. Item "Brand": Record the brand of firearms or support tools, for example: K59, RG88, Titan...
6. Item "Serial Number": Record all letters and numbers of the firearm or support tool. If there are multiple numbers on the firearm or support tool, unify the number on the body of the firearm or support tool.
7. Item "Location of Serial Number": Record the location of the serial number, for example: Body of the gun, body of the stick, barrel of the gun...
8. Item "Country of Production": Record the name of the country producing the type of firearm or support tool, for example: Russia, China, South Korea...
9. The photograph of the person granted a certificate or certificate attached to form VC7, VC8 must be a color photo taken in portrait style within six months and must be stamped with a raised stamp of the authorized public security agency.
Article 9. Format for Recording the Permit for Using Military Weapons, Sporting Weapons, and Support Tools (VC1)
1. Item (1): Clearly record the name of the direct superior public security agency of the agency issuing the permit.
2. Item (2): Record the name of the public security agency authorized to issue the permit, specifically the Administrative Management Police Department or the Social Order Administrative Management Police Division of the provincial or centrally-administered city public security agencies.
3. Item “Number”: Clearly record the permit number, consisting of eight natural digits.
4. Item (3): Record the military weapons, sporting weapons, or support tools for which the permit is issued.
5. Item (4): Clearly record the title, rank, full name, and signature of the person issuing the permit.
Article 10. Format for Recording the Permit for Equipping Military Weapons (VC2)
1. Item “Number”: Record according to the serial number in the issuance permit tracking book.
2. Item “Type, Quantity, Brand”: Clearly record the specific type, quantity, and brand of military weapons being equipped. In cases of large quantities, an attached list must be provided with the permit. The list must have the signature of the authorized person issuing the permit and be stamped.
3. Item (1): Clearly record the title, rank, full name, and signature of the person issuing the permit.
Article 11. Format for Recording the Permit for Purchasing Rough Weapons and Support Tools (VC3)
1. Item (1): Clearly record the name of the direct superior public security agency of the agency issuing the permit.
2. Item (2): Record the name of the public security agency authorized to issue the permit, specifically the Administrative Management Police Department or the Social Order Administrative Management Police Division of the provincial or centrally-administered city public security agencies.
3. Item “Permitted to Purchase”: Record the rough weapons or support tools permitted to purchase.
4. Item “Type, Quantity, Brand”: Clearly record the specific type, quantity, and brand of rough weapons and support tools permitted to purchase. In cases of large quantities, an attached list must be provided with the permit. The list must have the signature of the authorized person issuing the permit and be stamped.
5. Item “At the Facility”: Clearly record the specific name of the facility or enterprise dealing in rough weapons and support tools.
6. Item (3): Clearly record the title, rank, full name, and signature of the person issuing the permit.
Article 12. Format for Recording the Permit for Transporting Military Weapons, Explosives, and Support Tools (VC4)
1. Item (1): Clearly record the name of the direct superior public security agency of the agency issuing the permit.
2. Item (2): Record the name of the public security agency authorized to issue the permit, specifically the Administrative Management Police Department or the Social Order Administrative Management Police Division of the provincial or centrally-administered city public security agencies.
3. Item “Number”: Record according to the serial number in the issuance permit tracking book.
4. Item “Permitted to Transport”: Clearly record whether it is transporting military weapons, sporting weapons, rough weapons, military explosives, or support tools.
5. Item “Type, Quantity, Brand”: Clearly record the specific type, quantity, and brand of weapons, explosives, or support tools permitted to transport. In cases of large quantities, an attached list must be provided with the permit. The list must have the signature of the authorized person issuing the permit and be stamped.
6. Item “Departure Location”: Clearly record the name of the province or centrally-administered city of departure.
7. Item “Destination Location”: Clearly record the name of the province or centrally-administered city of arrival.
8. Item “Transport Route”: Clearly record the transport route from the departure location to the arrival location.
9. Item (3): Clearly record the title, rank, full name, and signature of the person issuing the permit.
10. The transportation permit is only issued to agencies or organizations transporting military weapons, explosives, or support tools between provinces or centrally-administered cities.
Article 13. Format for Recording the Permit for Bringing Weapons and Support Tools into or out of the Territory of the Socialist Republic of Vietnam (VC5)
1. Item “Number”: Record according to the serial number in the issuance permit tracking book.
2. Item “Permit for Bringing...”: Clearly record the military weapons, sporting weapons, rough weapons, or support tools and include the words "into" or "out" or "into, out" and vice versa.
3. Item “Permitted to Bring”: Record "into" or "out" or record "into, out" and vice versa.
4. Item (1): Record the type, quantity, brand, and serial number of weapons and support tools permitted to bring in or out. In cases of large quantities, an attached list must be provided with the permit. The list must have the signature of the authorized person issuing the permit and be stamped.
5. Item (2): Clearly record the title, rank, full name, and signature of the person issuing the permit.
Article 14. Format of the Permit for Repairing Weapons and Auxiliary Tools (VC6)
1. Item (1): Clearly record the name of the direct superior public security agency of the agency issuing the permit.
2. Item (2): Record the name of the public security agency authorized to issue the permit, specifically the Administrative Management Police Department or the Social Order Administrative Management Police Division of the provincial or centrally-administered city public security agencies.
3. Section "Permitted to repair": Clearly state the weapons, simple weapons, sports weapons, or auxiliary tools permitted to be repaired.
4. Section (3): Clearly state the title, rank, name, and signature of the person issuing the permit.
Article 15. Format of the Confirmation Certificate for Reporting Simple Weapons (VC9)
1. Section (1): State the name of the superior public security agency directly overseeing the agency issuing the confirmation certificate.
2. Section (2): State the name of the public security agency issuing the confirmation certificate.
3. Section (3): Clearly state the name of the organization, entity, or individual owning the simple weapon.
4. Section "Number": Clearly state the number of the confirmation certificate.
5. Section (4): Clearly state the type of simple weapon, such as dagger, sword, spear...
6. Section "Characteristics": Clearly state distinctive features easily recognizable such as shape, size, color...
7. Section "Purpose of Use": Clearly state the purpose of using the simple weapon, such as display, exhibition, family heirloom, religious offering...
8. Section (5): Clearly state the title, name, and signature of the person issuing the confirmation certificate.
Article 16. Format of the Registration Confirmation Certificate for Simple Weapons and Auxiliary Tools (VC10)
1. Section (1): State the name of the superior public security agency directly overseeing the agency issuing the confirmation certificate.
2. Section (2): State the name of the public security agency authorized to issue the confirmation, specifically the Department of Administrative Management of Public Order or the Public Order Administrative Management Police Department of provincial-level public security agencies.
3. Section "Number": Clearly state the number of the confirmation certificate.
4. Section "Type": Clearly state the type of simple weapon or auxiliary tool issued in the confirmation certificate, such as dagger, sword, eight-digit lock...
5. Section (3): Clearly state the title, rank, name, and signature of the person issuing the confirmation certificate.
Article 17. Format of the Declaration Form for Weapons, Explosive Materials, and Auxiliary Tools (VC11) explosion, tools (VC11)
1. Section (1): Clearly state the name of the agency or organization preparing the declaration form.
2. Section (2): Clearly state the reason for the declaration, such as for statistics or for issuing new, replacement, or reissued permits for use, confirmation certificates...
3. Section "Barrel Size, Year of Production": Clearly state the barrel size of various types of guns, such as: 9mm, 7.65mm, 6.35mm... and record the year of production of weapons, explosive materials, and auxiliary tools.
4. Section "Source": Clearly state the source of weapons, explosive materials, and auxiliary tools provided by which agency or organization.
5. Section "Related Documents": Clearly state invoices, certificates, decisions, or other relevant documents related to the information of the declared weapons, explosive materials, and auxiliary tools.
Article 18. Format of the Inspection Record for Weapons, Explosive Materials, and Auxiliary Tools (VC12)
1. Section "Basis": Clearly state the basis for conducting the inspection, such as according to a plan or directive from the competent public security leadership.
2. Section "Inspection Results": Clearly state the actual results of inspecting compliance with legal regulations in the management of weapons, explosive materials, and auxiliary tools.
3. Section "Violations, Handling Measures": If violations are discovered, clearly state the violation as stipulated in which document and propose handling measures for those violations. In cases where no violations are found, the word "no" must be entered in this section.
4. Section "Opinion of the Inspected Agency or Organization": Clearly state the opinions of the inspected agency or organization. In cases where there are no opinions, the word "no" must be entered in this section.
Article 19. Format of the Register Book for Weapons and Auxiliary Tools (VC18)
1. Section "No.": Enter in sequence the weapons and auxiliary tools of each agency or unit.
2. Section "Source of Weapons, Auxiliary Tools, Request Documents for Permit Issuance": Clearly state the source of weapons and auxiliary tools provided by which agency or organization or transferred from another place or recovered and reissued... Clearly state the number of documents, date, month, year of request for permit issuance, invoices, warehouse release forms...
3. Section "Status of Weapons, Auxiliary Tools and Documents": Clearly state the status of weapons, auxiliary tools, and usage permits upon inspection, for example: Gun in good condition, permit torn, damaged...
4. Section "Notes": Clearly state any information if weapons and auxiliary tools are transferred to another agency or unit, lost, changed type, liquidated, permit lost, damaged...
5. Each unit using weapons and auxiliary tools records in a separate book and it is used for registering issuance of usage permits, registration confirmation certificates for simple weapons and auxiliary tools.
Article 20. Recording Method for Managing Rough Weapons (VC19)
1. Section "Characteristics": Describe the shape, size, color, and details to identify rough weapons.
2. Section "Quality": Record whether the rough weapon is still good or damaged.
3. Section "Purpose of Use": Record whether it is for display, exhibition, or use in religious ceremonies, worship, or as family heirlooms.
Chapter III
IMPLEMENTATION
Article 21. Effective Date
This Circular takes effect from July 30, 2012, and replaces the forms used in the management of weapons, explosives materials, and auxiliary tools as stipulated in Decision No. 998/2001/QĐ-BCA(C11) dated October 10, 2001, issued by the Minister of Public Security on the issuance of forms used in administrative management work related to social order.
Article 22. Responsibilitiesi ADJUSTMENT
1. The Director of the Administrative Management Police General Department is responsible for guiding and inspecting the implementation of this Circular.
2. The Directors of the General Departments, heads of units under the Ministry, Directors of Provincial Public Security Services, Directors of Fire Prevention and Control Departments, and organizations and individuals involved are responsible for implementing this Circular.
3. In case of any difficulties arising during the implementation process, organizations, individuals, and local public security units shall report to the Ministry of Public Security (through the Administrative Management Police General Department) for timely guidance./.
