Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Public Debt Management dated June 17, 2009;

Pursuant to the Investment Law on June 18, 2004;

Pursuant to the Investment Law on November 29, 2014;

BASED ON Decree No. 117/2013/NĐ-CP dated October 7, 2013 of the Government amending and supplementing some provisions of Decree No. 130/2005/NĐ-CP dated October 17, 2005 of the Government stipulating the self-management and self-responsibility system for the use of personnel quotas and administrative management funds;

At the proposal of the Minister of Finance,

The Prime Minister issues this Decision on the List of priority programs and projects to be considered for Government guarantee issuance.

Article 1. Attached to this Decision is the List of priority programs and projects to be considered for Government guarantee issuance, guiding the implementation of Clause 2, Article 6 of the Government Decree No. 15/2011/NĐ-CP dated February 16, 2011 on issuing and managing Government guarantees.

Article 2. This Decision takes effect from September 30, 2015 and replaces Decision No. 44/2011/QĐ-TTg dated August 18, 2011 of the Prime Minister issuing the List of priority programs and projects to be considered for Government guarantee issuance.

Article 3. For programs and projects that have been approved by the Prime Minister for the issuance of Government guarantee before the effective date of this Decision, they shall continue to be implemented within six months from the effective date of this Decision.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
