ON THE FRAMEWORK OF THE AVERAGE RETAIL ELECTRICITY PRICE LEVEL FOR THE 2016-2020 PERIOD

Camendn cthe resolution of the Minister of Industry and Trade;at the request of the Government, the Prime Minister issues this Decision on the framework of the average retail electricity price level for the 2016-2020 period.

Framework of the average retail electricity price level for the 2016-2020 period

THEThe Minister of Science and Technology issues this Circular on the issuance of "National Technical Regulations on Gasoline, Diesel Fuel and Biofuel"Article 1. ScopeFor power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract.The framework of the average retail electricity price level for the 2016-2020 period (excluding value-added tax) is as follows:1. The minimum average retail electricity price level is 1,606.19 dong/kWh;2. The maximum average retail electricity price level is 1,906.42 dong/kWh.

1. The Ministry of Industry and Trade shall be responsible for leading and coordinating with the Ministry of Finance to calculate and adjust the framework of the average retail electricity price level, and submit it to the Prime Minister for consideration and decision when necessary adjustments to the framework of the average retail electricity price level are required due to significant changes in the calculation parameters, production and business costs of electricity, and the need to allocate expenses not included in the retail electricity price.

2. The Ministry of Finance shall be responsible for coordinating with the Ministry of Industry and Trade in calculating and adjusting the framework of the average retail electricity price level.

3. The Vietnam Electricity Corporation shall be responsible for monitoring and reporting to the Ministry of Industry and Trade and the Ministry of Finance in case of significant changes in the calculation parameters of the average retail electricity price level for the 2016-2020 period, production and business costs of electricity, and the need to allocate expenses not included in the retail electricity price.

1. This Decision takes effect from September 10, 2017. Decision No. 2165/QĐ-TTg dated November 11, 2013 of the Prime Minister on the framework of the average retail electricity price level for the years 2013-2015 shall continue to be applied until this Decision takes effect.

Article 2. Implementation

2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, heads of power units, and related organizations are responsible for implementing this Decision./.

2. The Ministry of Finance shall be responsible for coordinating with the Ministry of Industry and Trade in calculating and adjusting the framework price range for the average retail electricity price.

3. The Vietnam Electricity Corporation shall be responsible for monitoring and reporting to the Ministry of Industry and Trade and the Ministry of Finance when there are significant changes in the parameters used to calculate the framework price range for the average retail electricity price during the period from 2016 to 2020, production and business costs of electricity, and the need to allocate expenses not yet included in the retail electricity price.

Article 3. Effectiveness

1. This Decision takes effect from September 10, 2017. Decision No. 2165/QD-TTg dated November 11, 2013 of the Prime Minister regarding the framework price range for the average retail electricity price for the years 2013-2015 shall continue to be applied until this Decision comes into force.

2. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, Heads of power units, and related organizations shall be responsible for implementing this Decision./.
