CIRCULAR
REGULATIONS ON INFRASTRUCTURE, EQUIPMENT AND TRAINING OF SPECIALIST STAFF FOR SPORTS FENCING
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government stipulating conditions for operating sports activities and Decree No. 142/2018/NĐ-CP dated October 9, 2018 of the Government amending certain provisions concerning investment and business under the management of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism promulgates this Circular stipulating infrastructure, equipment and training of specialist staff for sports fencing.
Article 1. Scope of Regulation
Article 1. This Circular stipulates infrastructure, equipment and training of specialist staff meeting requirements for practicing and competing in sports fencing.
Article 2. Standards for infrastructure and equipment for high-performance sports training and competition in sports fencing shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition and training of specialist staff for sports fencing in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
Point 1. The training floor must have dimensions of at least 20m x 10m; it must be flat and non-slippery.
Point 2. Lighting must ensure a minimum of 150 lux.
Point 3. There must be a storage area, sanitary facilities; first aid kits as prescribed by the Ministry of Health.
Point 4. There must be a record book for participants.
Point 5. There must be a notice board including the following main contents: Participants, attire during training, training hours, safety measures during training.
Point 6. Training equipment:
a) A fabric armor (withstanding force of 350N or more), a small armor (withstanding force of 350N or more), a mask (withstanding force of 350N or more), an electric armor (for sabre and foil), gloves, shoes, socks;
b) Practice swords (including: Sabre, foil and epee).
Management and use of swords shall comply with laws on the management and use of weapons, explosives and auxiliary tools.
Chapter 4. Infrastructure and Equipment for Competition
Clause 1. Competition infrastructure:
a) In accordance with Clauses 1 and 2 of Article 3 of this Circular;
b) The competition track must be made of alloy with a length of between 17m and 18m and a width of between 1.5m and 2.0m.
Clause 2. Competition equipment:
a) In accordance with point a of Clause 6 of Article 3;
b) Competition swords, electrical masks, body wires.
Clause 1. The General Department of Physical Culture and Sports, national social-professional organizations for sports fencing or provincial Departments of Culture, Sports and Tourism shall organize specialized training for instructors of sports fencing.
Clause 2. The General Department of Physical Culture and Sports shall be responsible for developing the content and program for specialized training for instructors of sports fencing to be submitted to the Minister of Culture, Sports and Tourism for approval.
Clause 3. Certificates of training for instructors of sports fencing shall be issued by the training organization. The format of the certificate is specified in the Appendix attached to this Circular.
Article 6. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
Clause 2. Cultural, Sports and Tourism inspection agencies of provinces and centrally-administered cities shall conduct inspections and handle violations according to their authority when organizations and individuals organize training and competitions in sports fencing that violate the provisions of this Circular.
Clause 3. Provincial Departments of Culture, Sports and Tourism shall be responsible for guiding and implementing this Circular.
Article 7. Effective Date
This Circular takes effect from January 1, 2019.
During implementation, if any issues arise, organizations and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution./.
