CIRCULAR

REGULATING THE FORMS OF INFORMATION AND DATA ON GEOLOGY AND MINERALS AND THE LIST,
 THE SPECIFICATIONS OF GEOLOGICAL AND MINERAL SAMPLES, MUSEUM SAMPLES

Pursuant to the Law on Geology and Minerals dated November 29, 2024;

Pursuant to Decree No. 193/2025/NĐ-CP dated July 2, 2025 of the Government detailing some articles and measures to implement the Law on Geology and Minerals;

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Vietnam Geological and Mineral Resources Administration;

The Minister of Agriculture and Rural Development issues this Circular regulating the forms of information and data on geology and minerals and the list, specifications of geological and mineral samples, museum samples.

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular details Clause 4, Article 89 and Clause 5, Article 90 of the Law on Geology and Minerals regarding the forms of information and data on geology and minerals and sample materials, reports; lists, specifications of geological and mineral samples, museum samples.

Article 2. Scope of Application

This Circular applies to state management agencies for geology and minerals; organizations and individuals conducting basic geological surveys, mineral geological surveys, and mineral activities.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. Forms of Information and Data on Geology and Minerals are the forms and tables specifying the content of information and data in the fields of basic geological surveys, mineral geological surveys, and mineral activities.

2. Geological and Mineral Samplesare rock samples, fossil samples, mineral samples in their natural state collected during the implementation of projects/research topics/approved by competent state management authorities.

3. Museum Samples are geological and mineral samples with typical characteristics representing specific geological formations and mineral types collected, preserved, and displayed at geological museums for scientific research, education, and geological heritage conservation purposes.

Chapter II

FORMS OF INFORMATION AND DATA ON GEOLOGY AND MINERALS

Article 4. General Principles

1. The forms of information and data specified in Clause 2, Article 118 of Decree No. 193/2025/NĐ-CP dated July 2, 2025 of the Government detailing some articles and measures to implement the Law on Geology and Minerals shall be established according to the prescribed forms in technical regulations for each type of basic geological survey, mineral geological survey, exploration, mining, and mine closure.

2. The national geological and mineral database shall be exchanged and shared among ministries, sectors, and localities under the principle of ensuring information security and protecting state secrets.

Article 5. Construction and Updating of Information and Data on Geology and Minerals

1. The Ministry of Agriculture and Rural Development shall establish the National Geological and Mineral Database in accordance with point a, Clause 2, Article 118 of Decree No. 193/2025/NĐ-CP dated July 2, 2025 of the Government detailing some articles and measures to implement the Law on Geology and Minerals.

2. The agency responsible for storing geological information under the Vietnam General Department of Geology and Minerals shall update all geological and mineral information and data for projects, programs, and tasks within its jurisdiction into the National Geological and Mineral Database as stipulated in Clause 1 of this Article.

3. The agency responsible for storing geological and mineral information under the People's Committee of the province shall update all geological and mineral information and data for projects, programs, and tasks within the provincial jurisdiction into the National Geological and Mineral Database as stipulated in Clause 1 of this Article.

4. Organizations and individuals engaged in mineral activities shall update the geological and mineral information and data as specified in point c, Clause 5, Article 119 of Decree No. 193/2025/NĐ-CP dated July 2, 2025 of the Government detailing some articles and measures to implement the Law on Geology and Minerals into the National Geological and Mineral Database as stipulated in Clause 1 of this Article.


Article 6. Forms for geological and mineral information and data on basic geological surveys and mineral geological surveys

Clause 1. The forms for geological and mineral information and data on basic geological surveys shall be established according to Form No. 01 of Appendix I issued together with this Circular.

Clause 2. The forms for geological and mineral information and data on mineral geological surveys shall be established according to Form No. 02 of Appendix I issued together with this Circular.

Clause 3. The forms for geological and mineral information and data on monitoring and warning activities in basic geological surveys, environmental geological surveys, and geological disaster surveys shall be established according to Form No. 03 of Appendix I issued together with this Circular.

Article 7. Forms for geological and mineral information and data on mineral activities

Clause 1. The forms for geological and mineral information and data on mineral exploration permits shall be established according to Form No. 04 of Appendix I issued together with this Circular.

Clause 2. The forms for geological and mineral information and data on mineral exploitation permits shall be established according to Form No. 05 of Appendix I issued together with this Circular.

Clause 3. The forms for geological and mineral information and data on mineral exploration results shall be established according to Form No. 06 of Appendix I issued together with this Circular.

Clause 4. The forms for geological and mineral information and data on mineral exploitation activities and mine closure shall be established according to Form No. 07 of Appendix I issued together with this Circular.

Clause 5. The forms for geological and mineral information and data on areas prohibited from mineral activities and temporarily prohibited areas from mineral activities shall be established according to Form No. 08 of Appendix I issued together with this Circular.

Clause 6. The forms for geological and mineral information and data on areas for auctioning mineral exploration and exploitation rights shall be established according to Form No. 09 of Appendix I issued together with this Circular.

Clause 7. The forms for geological and mineral information and data on areas not subject to auctioning mineral exploration and exploitation rights shall be established according to Form No. 10 of Appendix I issued together with this Circular.

Chapter III

LIST OF GEOLOGICAL AND MINERAL SAMPLES AND  LIST OF MUSEUM SAMPLES AND THEIR SPECIFICATIONS

Article 8. List of geological and mineral samples

Clause 1. The list of geological and mineral samples includes: block samples (density measurement samples, magnetic parameter samples, electrical parameter samples, radiation parameter samples, radiochemical samples, etc.); trench samples; point samples, trench-point samples, grid-point samples; layer stripping samples; block samples; core drilling samples; fossil samples, paleontological fossil samples.

Clause 2. Preservation of geological and mineral samples:

Point a. Geological and mineral samples shall be collected and preserved in accordance with Vietnam Standard TCVN 13586:2022, ensuring technical conditions for long-term preservation. Preservation of samples must strictly comply with regulations on storage environment and appropriate handling methods based on the physical and chemical properties of each type of sample;

Point b. For paleontological fossil samples and other easily deteriorating samples, in addition to being preserved according to point a of Clause 2 of this Article, they must also be preserved as follows: ensure a stable storage environment regarding temperature and humidity, avoid direct exposure to light; use specialized packaging materials that do not contain acids and do not cause chemical reactions with the samples; conduct regular reviews and assessments of the condition of the samples; promptly update information and implement appropriate measures and restoration methods for damaged or degraded samples.

Clause 3. Information and data on geological and mineral samples shall be established according to Form No. 01 of Appendix II issued together with this Circular.

Article 9. Specifications for Geological Samples and Mineral Samples

1. Block Samples

a) Block samples are used to observe and describe petrographic or mineralization characteristics. The samples have a rectangular or cubic shape, arranged according to stratigraphic sequence or depth. The size is (3×6×9) cm and must be fully described with all petrographic and mineralization characteristics as specified by technical regulations.

b) Block samples used for analysis (thin sections, petrography, isotopic) must have dimensions ranging from (5×3×2) cm to (9×6×3) cm in length, width, and thickness. For petrographic samples with directional structure, the orientation and dip must be clearly determined before sampling. Collected samples must be fresh, solid, and meet analytical requirements.

c) Block samples for mechanical and physical property analysis and small density determination are taken with dimensions ranging from (10×10×10) cm to (30×30×30) cm in length, width, and thickness. After collection, the samples must be sealed tightly with wax or paraffin to maintain their natural state and initial moisture.

d) Block samples for physical parameter analysis (geophysical parameter samples) must be collected and preserved in their original intact state, maintaining their initial natural condition. After collection, the samples must be wrapped in cloth, wax, paraffin, or suitable preservation tools to minimize changes in physical state and natural characteristics.

đ) Density measurement samples: maximum dimensions (10×10×10) cm in length, width, and thickness.

e) Magnetic parameter samples: maximum dimensions (20×10×5) cm in length, width, and thickness; to determine residual magnetic vector Jn and paleomagnetic direction, cube or rectangular block samples with edge lengths from 5.0 cm to 20 cm should be taken, with the north direction and two square edges' azimuths of the sample determined.

g) Electrical parameter samples: at least one relatively flat surface, minimum dimensions (10×10×10) cm.

h) Radioactive parameter samples: minimum dimensions (7×7×7) cm.

i) Radioactive chemical samples (to determine emanation coefficient, radioactive equilibrium) are taken in their original form, with dimensions (10×10×10) cm.

k) Block samples for paleontological research must be taken with sufficient size to identify the maximum morphological and structural features of fossils. At the end of the project, block samples must be reduced according to current regulations on geological sample management and reduction. For paleontological samples, only characteristic and scientifically valuable samples are retained.

2. Slot Samples

a) Slot samples are arranged perpendicular to the ore body to ensure the highest representation of actual component and thickness of the ore body. Depending on actual conditions such as topography, attitude (dip angle, strike), and ore uniformity, slot samples may be taken vertically or horizontally. Subsequently, measurement results will be converted to true thickness for resource and reserve calculations.

b) Slot sample dimensions are defined as follows: width from 5.0 cm to 10 cm, depth from 3.0 cm to 5.0 cm. Sample length depends on the type of ore and ore body uniformity to determine.

3. Point Samples, Slot Point Samples, Grid Point Samples

a) Point samples are used in primary rock geochemical sampling, in the discovery of mineralization through rolling stones, or to check for potential mineralization in large outcrops with unclear mineralization. Point samples must be uniform.

b) Slot point samples are used in investigations and evaluations of easily identifiable minerals by eye, with characteristics of component variation following a certain pattern (stratification, layering, banding, or striping) such as construction materials, cement limestone, phosphorite, and other minerals. Slot point samples consist of blocks collected along one or several lines perpendicular or nearly perpendicular to the ore body's direction.

c) Grid point samples are used for minerals distributed in clusters, leopard skin patterns, or irregularly without clear patterns. Samples are taken in small blocks distributed in rectangular, square, triangular, or diamond grids. Each block has a size of about 1.0 cm to 3.0 cm, taken at grid points. The distance between grid points depends on the uniformity and size of ore clusters or outcrops.

4. Stripping Layer Samples

a) Stripping layer samples are used in investigating types of minerals with uneven distribution in two directions: thickness and strike or thickness and trend.

b) Stripping layer samples are taken in the shape of one side being the thickness of the ore body and another side following the change direction of the ore body in mining works.

c) The sampling area must be flat, and the sampling depth must be uniform to ensure the representativeness of the sample.

5. Block Samples

a) Block samples are taken directly at sites after cleaning the surface of outcrops, pits, trenches, or wells. Block samples are used to determine parameters such as bulk density, recovery rate, and other mechanical properties as required by research.

b) Block samples taken for research purposes must be returned to the site, ensuring that the sampling location is cleaned and restored appropriately. The retained sample portion only includes the necessary volume for analysis and quality determination as required.

6. Drilling Core Samples

a) Drilling core samples are arranged on trays with dimensions (0.3-0.5)m x 1m, divided into 3-5 sample compartments. Samples are arranged in increasing order of depth. On each tray, an etiket must be attached with detailed information about the drilling interval, accompanied by an arrow indicating the depth direction. The start of each tray must clearly indicate the drill hole name and depth range (- to). The observer is responsible for describing and marking rock layers on the sample tray according to technical regulations. Photographs of the sample tray must clearly show the date of photography, tray sequence, stratigraphic depth, drilling interval parameters, and sample depth range in each tray.

b) When the project plan and report have been approved by the competent authority, sample retention should be reduced, retaining only the ore samples and a representative number of samples. For reports using non-budgetary funds, the decision on whether to retain or reduce core drill samples shall be made by the investor who will bear responsibility for retention except in cases of mineral exploration.

Article 10. Catalogue of Museum Samples

1. The catalogue of museum samples includes: rock samples, mineral specimens in lump form, single mineral samples, paleontological samples, fossil samples, rock samples in mineral form, crystal samples; semi-precious stone samples, decorative stone samples, stone veneer samples, core drill samples.

2. Annually, geological and mineral samples submitted by organizations and individuals pursuant to Clause 1 of Article 8 of this Circular, the agency responsible for storing geological and mineral information and data shall review, select, and propose a catalogue and quantity of museum samples for approval by the competent state management agency.

3. Museum samples shall be preserved according to the provisions of Clause 2 of Article 8 of this Circular and relevant technical regulations.

4. The agency responsible for storing information and data on museum samples shall establish digital data for museum samples, including: detailed descriptions, illustrative images, 3D models, source of collection, and classification based on professional criteria.

5. Annually, the agency responsible for storing geological and mineral information and data shall conduct reviews and evaluations of the current status of samples; compile and develop plans for collecting and supplementing samples to complete sets of museum samples, ensuring systematic representation and serving display, research, and educational purposes.

6. Information and data forms for museum samples shall be established according to Form No. 02 attached as Appendix II to this Circular.

Article 11. Specifications of Museum Samples

1. Solid block samples must have dimensions of at least (20x10x5) cm in length, width, and thickness.

2. Loose samples must be stored in durable, transparent white plastic bags with a minimum weight of two (2) kg.

3. Single mineral samples or selected samples must have a minimum weight of half a kilogram (0.5 kg).

4. Paleontological and fossil samples do not have a minimum size requirement but must be intact or preserve distinctive characteristics of petrification. There is no limit to the quantity.

5. Rock samples in mineral form and crystal samples do not have a minimum size requirement but must maintain the integrity of the sample. A minimum of five (05) samples for individual samples measuring from one (01) cm to under five (05) cm; three (03) samples for individual samples measuring five (05) cm to ten (10) cm; one (01) sample for individual samples measuring over ten (10) cm.

6. Semi-precious stone samples do not have a minimum size requirement but must maintain the integrity of the sample. A minimum of three (03) samples for individual samples measuring from one (01) cm to under five (05) cm; two (02) samples for individual samples measuring five (05) cm to seven (07) cm; one (01) sample for individual samples measuring over seven (07) cm. Individual samples measuring less than one (01) cm must weigh at least fifty (50) grams.

7. Precious stone samples do not have a minimum size requirement but must be distinguishable in shape. A minimum of three (03) samples for individual samples measuring less than one (01) cm; two (02) samples for individual samples measuring over one (01) cm.

8. Stone veneer samples must be processed samples with a minimum dimension of (2x30x30) cm in thickness, width, and length. A minimum of one (01) sample per type.

9. Core drill samples must have a minimum length of fifteen (15) cm; at least one (01) sample must be taken for each geological object.

Chapter IV

IMPLEMENTING PROVISIONS

Article 12. Effective Date

1. This Circular takes effect from the date of issuance.

Article 13. Transitional Provisions

1. Project plans, tasks, and basic geological surveys, mineral surveys approved before the effective date of this Circular shall continue to be implemented according to the regulations in effect at the time of approval.

2. Organizations and individuals holding valid mineral exploration permits and mining permits that were legally operating before the effective date of this Circular shall continue to operate according to the regulations in effect at the time of approval.

Article 14. Implementation Organization

1. The Director of the Ministry's Office, heads of agencies, organizations, and individuals specified in Article 2 shall be responsible for implementing this Circular.

2. During implementation, if there are difficulties or obstacles, they should be reported to the Ministry of Agriculture and Environment for timely consideration and resolution./.
