MINISTER OF CULTURE
Pursuant to Article 46 of the Constitution of the Socialist Republic of Vietnam dated December 19, 1980;
Pursuant to Ordinance No. 14-LCT/HĐNN 7 dated April 4, 1984 of the State Council of the Socialist Republic of Vietnam on the recognition of historical heritages;
Pursuant to Article 42 of the Land Law of the State Council of the Socialist Republic of Vietnam dated January 8, 1988 on the regulations for land management and utilization of heritages;
After reviewing the heritage files and the proposals from the Chairmen of the People's Committees of the provinces and cities: Ha Nam Ninh, Hai Phong, Hai Hung, Nghe Tinh, Quang Ninh, Ha Bac, Hanoi, Binh Dinh, Dong Nai, An Giang, Cuu Long, and the proposal from the Director of the Heritage Preservation Department.
DECISION:
Article 1.
Now hereby recognizes the following 58 (fifty-eight) historical and cultural heritages and scenic spots:
Province of Ha Nam Ninh
1- Architectural and artistic heritage complex: Temple Cự Trữ - Commune Phuong Ding, Nam Ninh District, Ha Nam Ninh Province.
2- Historical heritage: Giap Nhat Temple - Commune Quang Trung, Vu Ban District, Ha Nam Ninh Province.
3- Historical heritage: Xuan Hy Temple - Commune Xuan Thuy, Xuan Thuy District, Ha Nam Ninh Province.

Article 2.
All construction and exploitation activities within the protected zones of delineated relics are strictly prohibited. In exceptional cases where land use is required for historical, cultural, and scenic sites, permission from the Minister of Culture must be obtained.
Article 3.
People's Committees at all levels shall exercise state management over historical, cultural, and scenic sites in accordance with the provisions of the law.
Article 4.
The Heads of the Ministry of Culture's Office, the Department of Heritage Conservation, the Chairmen of the People's Committees, and the Directors of Cultural Information Departments in the provinces and cities of Ha Nam Ninh, Hai Phong, Hai Hung, Nghe Tinh, Quang Ninh, Ha Bac, Hanoi, Binh Dinh, Dong Nai, An Giang, and Kien Giang are responsible for implementing this Decision.
