Regarding the establishment of the National Steering Committee for Information Technology

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Information Technology dated July 12, 2006;
Pursuant to the Government Decree No. 187/2007/ND-CP dated December 25, 2007 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Considering the proposal of the Minister of Information and Communications at document No. 102/BTTTT-VP BCĐ CNTT dated January 10, 2008 regarding the reinforcement of the National Steering Committee for Information Technology and the Report No. 912/TTr-BTTTT dated March 26, 2008 regarding the establishment of the National Steering Committee for Information Technology,

DECISION:

Article 1. Establishing the National Steering Committee for Information Technology (hereinafter referred to as the Steering Committee), including:

1. Chairman: Deputy Prime Minister Nguyen Thien Nhan;

2. Vice Chairman in charge: Minister of Information and Communications Le Doan Hop;

3. Vice Chairman: Representative of the Prime Minister on Information Technology Do Trung Ta;

4. Members of the Steering Committee are representatives from the following agencies:

- Ministry of Planning and Investment;

- Ministry of Finance;

- Ministry of Home Affairs;

- Ministry of Education and Training;

- Ministry of Information and Communications;

- Government Office;

5. Inviting leaders from the following agencies to participate in the Steering Committee:

- Central Party Office;

- The Office of the National Assembly.

Article 2. Tasks of the Steering Committee

1. Advising the Government and the Prime Minister on policies and strategic solutions to promote the application and development of information technology.

2. Assisting the Prime Minister in directing and coordinating the implementation of strategies, mechanisms, policies, programs, plans, projects, and key initiatives on the application and development of information technology by ministries, sectors, and localities.

3. Monitoring, urging, and evaluating the results of the application and development of information technology, and regularly reporting to the Prime Minister.

Article 3. Organization and operation of the Steering Committee

1. The Ministry of Information and Communications serves as the permanent office of the Steering Committee.

2. The Steering Committee shall have its own seal and separate account, with an office located at the Ministry of Information and Communications. The Chairman of the Steering Committee shall issue the Regulations on the organization and operation of the Steering Committee.

3. The operating budget of the Steering Committee shall be funded from the state budget according to current financial regulations.

Article 4. This Decision takes effect from the date of signing and replaces Decisions No. 176/2002/QD-TTg dated December 3, 2002 and Decision No. 28/2003/QD-TTg dated February 20, 2003 of the Prime Minister.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, and members of the Steering Committee are responsible for implementing this Decision./.
