Regarding the promotion of learning and following the moral example of President Ho Chi Minh; improving the quality of public service performance, building a team of inspection cadres who are disciplined, responsible, frugal, honest, upright, and selfless
In recent years, inspection agencies have actively implemented the movement to learn and follow the moral example of President Ho Chi Minh. The cadre, civil servants, and officials throughout the sector have made many efforts to organize and implement this movement well, along with the regulations of the Party, State, and industry; fulfill their duties and responsibilities to the State and people; comply with regulations on office culture and conduct rules for inspectors when performing their duties; continuously study, cultivate, and improve their professional expertise, political awareness, moral character, lifestyle, overcoming numerous difficulties and challenges. Most cadres, civil servants, and officials have successfully completed their assigned tasks. Many comrades have set exemplary models of moral character and ethics for inspection cadres who are frugal, honest, upright, and selfless, demonstrating high spirits of responsibility, dedication, creativity, overcoming difficulties, and completing their tasks excellently. These results and achievements contribute to the successful completion of political tasks at each agency, unit, and the entire sector, worthy of the trust of the Party, State, and people.
However, the sense of responsibility, organizational discipline awareness, implementation of office culture regulations, and inspection activity rules of a portion of civil servants and officials remain weak; the effectiveness of work and spirit of serving the people is not high; the phenomenon of choosing easy tasks and avoiding difficult ones still exists; the spirit of unity and shared responsibility among a portion of civil servants and officials (including some individuals who are leaders or members of the Party Committee of certain units) is not high, sometimes showing signs of disunity; some individuals have violated moral character and lifestyle standards, made inappropriate statements, caused inconvenience to inspected entities for personal gain... which has negatively affected the image of inspection cadres and the reputation of the inspection sector.

To deepen the learning and following of President Ho Chi Minh's moral example, achieving practical effects, alongside improving the quality of public service performance, building a team of inspection cadres who are disciplined, responsible, frugal, honest, upright, and selfless, and striving to complete assigned tasks well, the General Inspector of the Government requests that inspection agencies of ministries, sectors, localities, departments, bureaus, and units under the Government Inspectorate, and all inspection cadres, civil servants, and officials focus on implementing the following contents:
1. Continue to vigorously promote and thoroughly implement the learning and following of President Ho Chi Minh's moral example according to Directive No. 03-CT/TW dated May 4, 2011 of the Politburo on continuing to promote the learning and following of President Ho Chi Minh's moral example, Resolution No. 12-NQ/TW dated January 16, 2012 of the Fourth Plenary Session of the 11th Central Committee of the Communist Party of Vietnam on several urgent issues regarding Party building at present.
Strictly implement the Party's policies and resolutions; the State's laws and policies; the regulations on the obligations, responsibilities, and benefits of civil servants and officials; the things that civil servants, officials, and Party members must not do; the inspection sector's regulations on inspection culture, ethical standards, and conduct rules for cadres, civil servants, and officials.
Strengthen political education and ideological work, continue to promote patriotic emulation movements. Strive to achieve the five ethical standards for cadres, Party members, civil servants, and officials in the inspection sector issued together with Decision No. 1821-QĐ/BCS dated December 30, 2011 of the Party Cadre Affairs Board of the Government Inspectorate.
Timely identify and commend outstanding examples, while criticizing, correcting, and strictly handling negative phenomena such as parochialism, disunity, arrogance, bureaucracy, abuse of power for personal gain. Cadres and officials who are key figures in units, especially those in leadership positions, must demonstrate high spirits of responsibility, be role models in moral character and lifestyle to truly embody frugality, honesty, uprightness, and selflessness.
2. Continue to innovate personnel organization work, improve the quality of cadres, civil servants, and officials; pay attention to three aspects: political ideology, professional ethics, and specialized skills; enhance the effectiveness of guidance and management; strengthen the accountability system for each cadre, civil servant, and official, particularly those in leadership positions in managing and directing units. Strengthen internal inspections and supervision of inspection activities to establish routines; enhance the self-education and training awareness of cadres, civil servants, and officials.
Each cadre, civil servant, and official in the inspection sector must continuously cultivate themselves to improve their professional expertise, legal knowledge, operational skills, political awareness, professional ethics, attitude towards conduct, demonstrate high spirits of responsibility, unity, overcome difficulties, and complete their assigned tasks excellently.
In 2012, there must be significant changes in the sense of responsibility, discipline, cultural demeanor, methods, and effectiveness of work for each cadre, civil servant, and official in the inspection sector.
3. Rectify administrative discipline, working style, and improve work quality. Civil servants and officials must strictly adhere to regulations on working hours and punctuality; during working hours, they must wear sector uniforms and display identification cards; absolutely refrain from drinking alcohol during working hours at noon on working days, especially at locations where they are conducting inspections, handling complaints and denunciations, and anti-corruption activities.
In 2012, there must be a strong change in the sense of responsibility, discipline, cultural style, working methods, and efficiency of each inspector, civil servant, and officer in the Inspection sector.
3. Rectify administrative discipline, work procedures, and improve the quality of work. Inspectors, civil servants, and officers must strictly comply with regulations regarding working hours and time schedules; during working hours, they must wear the uniform of their sector and wear identification badges; absolutely no alcohol consumption during administrative hours in the afternoon on working days, especially at places where they are performing inspection duties, handling complaints and denunciations, and preventing corruption.
The head of the unit must set a good example by strictly complying with regulations, regularly supervising and urging the implementation, and severely handling violations; monthly, they must review and evaluate the implementation process together with assessing work results to promptly rectify, draw lessons, and serve as a basis for classification, appraisal, commendation, and rewards, and shall be responsible before the Government Inspector General for internal unit disunity, violations of laws, working regulations of the Inspectorate sector, and violations stipulated in this Directive.
4. Departments and units under the Government Inspector General must strictly implement the policies of the Party Cadre Members' Committee, the directives of the Government Inspector General, and comprehensively deploy measures concerning organization and work assurance to avoid overlapping activities.
Vigorously carry out the rotation and transfer of cadres, civil servants, and public officials among departments and units under the Government Inspector General to prevent insularity and promote strengths.
Train and develop a cadre of civil servants and public officials for the long term to meet the requirements of tasks according to the Inspection Law 2010 and the demands of work during the period of accelerating industrialization and modernization of the country and international integration.
5. Inspectors of ministries, sectors, localities, and departments and units under the Government Inspector General, while implementing Resolution No. 4 of the 11th Plenum on urgent issues regarding Party building at present and Resolution No. 1820-NQ/BCS dated December 15, 2011 of the Party Cadre Members' Committee of the Government Inspector General on strengthening leadership to successfully fulfill the political tasks of the Inspectorate sector in 2012, have the responsibility to disseminate and organize the strict implementation of this Directive for cadres, civil servants, and public officials within their units.
It is requested that the Party Committee of the Government Inspector General, Party Committees, and Branch Committees of inspectors of ministries, sectors, and localities cooperate with unit leaders to organize for party members, cadres, civil servants, and public officials within their units to strictly implement this Directive, contributing to the successful completion of unit and sector tasks in 2012 and subsequent years.
This Directive takes effect from the date of issuance.
Assign the Head of the Organization and Cadre Affairs Department to lead, coordinate with department heads, bureau chiefs, heads of units under the Government Inspector General, and chief inspectors of ministries, sectors, and localities to inspect, urge, and compile the results of implementation, reporting periodically every quarter to the Government Inspector General for consideration and guidance to enhance strengths or promptly rectify weaknesses and deficiencies.
