Citing Decision No. 2801/QD-BNN-QHQT dated October 5, 2009, issued by the Minister of Agriculture and Rural Development approving the "Project on Developing the Forestry Information Management System" funded by the Forest Trust Fund (TFF) and the Finnish Government;
Citing Decision No. 95/QD-BNN-TCCB dated January 12, 2010, issued by the Minister of Agriculture and Rural Development establishing the Steering Committee for the "Project on Developing the Forestry Information Management System" funded by the Forest Trust Fund and the Finnish Government;
At the proposal of the Project Management Board FORMIS and the Forest Protection General Department,
This Decision hereby promulgates the Operational Regulations of the Steering Committee for the Project on Developing the Forestry Information Management System funded by the Forest Trust Fund and the Finnish Government.
DECISION:
Article 1. The Head of the Office of the Ministry, the Director-General of the Forest Protection General Department, Heads of related units, and members of the Steering Committee shall be responsible for implementing this Decision.
Article 2. This Decision takes effect from the date of signature.

(These regulations govern the operations of the Steering Committee for the Project on Developing the Forestry Information Management System (hereinafter referred to as the Steering Committee).)

Article 1. Scope of Regulation and Applicability

These regulations apply to members of the Steering Committee for the Project on Developing the Forestry Information Management System (FORMIS), established pursuant to Decision No. 95/QD-BNN-TCCB dated January 12, 2010, of the Minister of Agriculture and Rural Development; the Project Management Board FORMIS, and related agencies.

Article 2. Functions and Tasks
1. General functions and tasks:
- Assist the Minister of Agriculture and Rural Development in directing and managing the mechanisms, policies, and coordination of activities between relevant agencies of the Forest Protection General Department and the Ministry of Agriculture and Rural Development to ensure that the project operates effectively, in accordance with its approved objectives and contents;
- Examine the annual implementation plans of the project and submit them to the Ministry of Agriculture and Rural Development for approval;
- Participate in establishing the information technology system of the sector based on proposals from the Project Management Board.
2. Tasks of members:
2.1. Chairman of the Steering Committee:
- Represent the Ministry of Agriculture and Rural Development to coordinate with sponsors, relevant ministries, and sectors to manage the project. Direct functional agencies of the Ministry to provide advice on appropriate mechanisms and policies to be applied during the project's implementation, ensuring compliance with the approved timeline, objectives, and contents, while also directing the inspection and evaluation of the project's effectiveness.
- Direct the Central Project Management Board and provincial Project Management Boards to develop detailed plans of activities, overall budget estimates, and annual budgets of the project (including the counterpart funds of the Central Project Management Board and provincial Project Management Boards).
- Report to the Minister of Agriculture and Rural Development and relevant ministries and sectors as prescribed by the Government.
2.2. Deputy Chairman of the Steering Committee:
- Responsible for assisting the Chairman in supervising the project's implementation.
- Coordinate issues related to international cooperation and sponsors concerning the project.
- Perform other tasks assigned by the Chairman.
2.3. Members:
Central and local Steering Committee members are responsible for participating in the common activities and tasks of the Steering Committee. Additionally, they are responsible for specific tasks depending on the functions and tasks of their respective units:
- The Forest Utilization Department, concurrently serving as the Project Management Board Director, acts as the Secretary of the Steering Committee, coordinating with the Project Advisor and consultants to assist the Steering Committee in performing the following main tasks:
a) The Forestry General Department:
+ Aggregate and develop detailed plans of activities, overall budget estimates, and annual budgets of the project, as well as any proposed amendments and supplements to the project plan (if any), for submission to the Ministry of Agriculture and Rural Development for approval.
+ Be responsible for organizing the implementation of project activities in accordance with the approved content and timeline. Direct the Provincial Project Management Boards during the project's implementation.
+ Prepare meeting agendas, record minutes, and draft reports on regular or extraordinary meetings of the Steering Committee.
- The Office of the Forest Protection General Department:
+ Coordinate with the Project Management Board in establishing the information system to meet practical requirements of the sector;
+ Be responsible for advising on information management mechanisms and proposing the operation and management of the project's information technology system;
+ Direct units participating in the project's Information Technology Team activities.
- The Planning and Finance Department:
+ Be responsible for advising on the planning and financial mechanisms of the project;
+ Monitor and supervise the management of project funds and assets, and aggregate the project's counterpart fund needs.
- The Forest Inspection Department:
- The Planning and Finance Department:
+ Coordinate on information management mechanisms and existing information sharing mechanisms to build the sector's information management system;
+ Direct units participating in the project's Information Technology Team activities.
- The Forest Inventory and Planning Institute:
+ Coordinate on information management mechanisms, existing information sharing mechanisms, and integration of current database systems to build the sector's information management system;
b) Units of the Ministry of Agriculture and Rural Development:
- The Forest Inventory and Planning Institute:
- The Planning Department, Financial Department: Be responsible for advising on the planning, financial mechanisms, and disbursement procedures of the project, monitoring and supervising the management of project funds and assets, and proposing counterpart funding for the project according to the agreement.
- The Computing and Statistics Center:
- Information Technology Center and Statistics:
+ Advise on the management mechanism and sharing of forestry information
+ Propose inspection activities and coordination of issues related to information management, information sharing, and information system management between the Forestry General Department and the Ministry of Agriculture and Rural Development.
- Managing body of the entrusted forestry fund: Organize the implementation of support measures and adjustments, modifications to the content of support clauses during project implementation. Inspect, supervise, evaluate, and organize periodic and final audits of the Project.
- Members representing three provinces within the project area:
+ Coordinate among relevant agencies in the province, People's Committee at the district level. Review the project activity plan and financial plan submitted by the Provincial Project Management Board and provide opinions to the Central Project Steering Committee before approval. Examine monitoring reports and project implementation status reports.
+ Contribute opinions to meetings of the Central Project Steering Committee.
Article 3. Meeting System
1. Regular Meetings:
The Project Steering Committee convenes once every six months. Agenda items include reviewing and evaluating the results of implementing the project activity plan, approving the next period’s activity plan and budget, addressing outstanding and emerging issues of the project. Minutes of the Project Steering Committee meetings serve as a basis for the Project Management Board to implement its tasks.
2. Extraordinary Meetings:
In case of necessity, the Chairman of the Project Steering Committee may convene extraordinary meetings involving all members or some members to promptly address urgent matters. If necessary, the Technical Advisor of the project, representatives of sponsors, and relevant Departments and Bureaus under the Ministry of Agriculture and Rural Development, as well as representatives from related functional agencies may be invited to attend.
The Project Management Board is responsible for preparing the agenda and materials for Project Steering Committee meetings and sending them to committee members at least three days prior to the meeting.
Expenses for meetings are funded from the portion of the budget allocated for the Central Project Management Board to manage.
Article 4. Responsibilities for Implementation
1. These regulations serve as the basis for managing and implementing the project.
2. Members of the Project Steering Committee are responsible for implementing these regulations./.
