Regarding the issuance of the "Provisional Regulations on Admitting Students to Secondary General Education Schools and Specialized High Schools"

The "Provisional Regulations on Admitting Students to Secondary General Education Schools and Specialized High Schools" are hereby issued together with this Decision.

MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 29/CP dated March 30, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

At the proposal of the Director of the General Secondary Education Department,

DECISION:

Article 1: This Decision shall take effect fifteen days from the date of signing. The Director of the Secondary General Education Department is responsible for guiding the implementation of these Regulations.

Article 2: The Chairmen of the People's Committees of provinces and centrally governed cities, the Heads of the Office, Directors of the Departments of Secondary General Education, and other relevant Departments, and the Directors of the Departments of Education and Training are responsible for enforcing this Decision.

PROVISIONAL REGULATIONS ON ADMISSION OF STUDENTS

TO SECONDARY GENERAL EDUCATION SCHOOLS AND SPECIALIZED HIGH SCHOOLS

(Issued pursuant to Decision No. 3480/1997/QĐ-BGD&ĐT dated November 1, 1997)
of the Minister of Education and Training)

PART I
GENERAL PRINCIPLES

Article 1: Admissions to secondary general education schools (SGES) and specialized high schools (SHS) aim to select students who possess sufficient moral qualities and capabilities to receive higher educational content and programs beyond junior secondary school.

Article 2:

Admission is based on the following grounds:

1. Results of national or provincial-level student excellence selection examinations.

2. Results of the junior secondary school graduation examination.

3. Preferential treatment for students belonging to social policy groups.

Admissions must be conducted seriously, honestly, and fairly.

Article 3: The admission score is calculated based on:

1. The total points obtained in the junior secondary school graduation examination (including additional bonus points); with coefficients applied to subjects such as Literature - Vietnamese Language and Mathematics.

2. Preferential points for students belonging to social policy groups.

Article 4: Responsibilities of agencies involved in admissions:

1. Secondary General Education Schools and SHSs, under the direction and supervision of the Department of Education and Training, are primarily responsible for admitting students to their institutions.

2. The Department of Education and Training is accountable to the Ministry of Education and Training and the People's Committee of the province or centrally governed city regarding the entire process of admitting students to SGES and SHSs.

3. The People's Committee of the province or centrally governed city is responsible for directing the Department of Education and Training to strictly implement the provisional regulations on admitting students to SGES and SHSs issued by the Ministry of Education and Training, and coordinating with district-level People's Committees and relevant departments within the province or centrally governed city to provide necessary conditions for the Department of Education and Training to fulfill its duties.

PART II
ELIGIBILITY AND REQUIREMENTS FOR APPLICATION

APPLICATION DOCUMENTS

Article 5: Students with valid application files and meeting the following two conditions are permitted to participate in the admission process for grade 10 at SGES and SHSs (public, semi-public, private, and private):

1. Hold a junior secondary school graduation certificate (JSSGC).

2. Be within the age range of 15 to 17 years old (calculated from birth year to the year of the admission process).

Female students, Vietnamese students returning from abroad, and students from ethnic minority groups residing in mountainous, remote, border, and island areas may have their age limit extended by one year. Students from ethnic minority groups living in lowland areas may have their age limit extended by two years. Students eligible for multiple age extensions can only benefit from the highest extension period.

Article 6: The application file includes:

1. Application form for grade 10 at SGES or SHS (in a unified format prescribed by the Department of Education and Training).

2. Junior secondary school record book (original).

3. Junior secondary school graduation certificate (original). Students who have recently completed the graduation examination but have not yet received their certificates may submit a temporary graduation certificate issued by the District or County Education and Training Office and later exchange it for the original certificate when issued by the Department of Education and Training.

4. Birth certificate (certified copy - certified by a notary public or the People's Committee of the commune or ward).

5. Certificate of eligibility for preferential treatment as children of martyrs or wounded veterans (if applicable).

6. Certificates of merit or awards from competitions in academic subjects, sports, arts, etc. (if applicable).

Article 7: Students graduating from JSSGC through special provisions, previous graduates still within the age limit for admission, and possessing valid application files, are permitted to participate in the admission process.

CHAPTER III
ORGANIZATION OF THE EXAMINATION

Article 8: The coefficient for subject scores is defined as follows:

1. For admission to SGES: Both Literature - Vietnamese Language and Mathematics are given a coefficient of 2.

2. For admission to SHS: Depending on each department, the coefficient for subject scores is specified as:

Science Department: Mathematics has a coefficient of 3.

Natural Science and Technology Department: Mathematics has a coefficient of 2.

Social Science Department: Literature - Vietnamese Language has a coefficient of 3.

Article 9: Additional points for students from social policy groups are:

Add 3 points: Having a father (or mother) who is a martyr; a severely disabled veteran (with a disability rate of 81% or higher).

Add 2 points: If the father (or mother) is from an ethnic minority group, is a wounded veteran, or a disabled veteran.

Add 1 point: If the father (or mother) has been awarded the title of Hero Laborer, Hero Armed Forces, or has been awarded medals of various types.

Students eligible for multiple additional points can only benefit from the highest point value.

In addition to the aforementioned criteria, no additional preferential categories or bonus points may be arbitrarily established.

The admission score is the sum of the total points from the JSSGC (with coefficients as stipulated in Article 8) and any additional preferential points (if applicable).

Article 10: Students who were not admitted to grade 10 in previous years and wish to apply must register with the Department of Education and Training two months before the JSSGC examination and only need to retake the Literature - Vietnamese Language and Mathematics subjects of the JSSGC examination. If the average score of these two subjects, along with any additional social policy points (if applicable), equals the average admission score of the school, the student will be admitted.

(The average admission score is the lowest admission score divided by the number of subjects. This calculation is only performed when there are previous graduates being admitted).

Article 11: Each SGES or SHS establishes an Admissions Council for grade 10 consisting of the principal as chairman, vice-principals as deputy chairmen, heads of subject departments, and a secretary from the school's educational council as members.

Article 12: The Admissions Council bases its decisions on the application files, enrollment quotas, and the aforementioned criteria to conduct admissions:

1. Prioritize admission for students falling into the following categories:

Students graduating from JSSGC with excellent grades.

Students who won awards in the ninth-grade academic excellence competition.

Students graduating from JSSGC with good grades and also meet one of the following additional criteria:

Won awards in sports, arts, etc., organized by relevant departments in collaboration with the Department of Education and Training during the ninth-grade year.

Belonging to the preferential admission category as stipulated in Article 9.

2. For remaining cases, admission is based on the admission score from highest to lowest.

3. In addition to the provisions mentioned above, it is necessary to pay attention to the combination of considering students' personal preferences with their academic performance reflected through the average scores of main subjects in each department.

When necessary, students may be adjusted from the Natural Science department to the Natural Science-Economics department or vice versa.

The Admissions Council of the high school or vocational college shall compile a list of admitted students along with their files and submit them for approval by the Department of Education and Training.

4. Based on the recommendations of the Admissions Council and the enrollment quota of the school, the Department of Education and Training shall review and approve the list of admitted students; issue admission certificates for grade 10 at high schools and vocational colleges to each student. Approval shall be made in one go for the entire allocated quota and the list of admitted students shall be publicly posted to inform everyone and identify any errors (if any).

1. Strictly handle teachers and those involved in falsifying application forms, transcripts, or other types of certificates. In serious cases, they should be transferred to relevant agencies for handling according to the law. The level and forms of disciplinary actions applied shall be like those during the graduation examination period.

Article 13:

2. If discovered that false information or incorrect declarations in the application form led to admission, the student will face expulsion and revocation of the admission certificate for grade 10.

These regulations shall take effect fifteen days from the date of signature and apply to regions conducting admissions for grade 10 high schools and vocational colleges starting from the 1998-1999 academic year. During implementation, if there are difficulties, they must be reported promptly for the Ministry to consider and resolve (Secondary Education Division). The Secondary Education Division Director is responsible for directing, guiding implementation, organizing lessons learned, supplementing, and revising to officially present to the Ministry after a period of implementation.

PART IV
IMPLEMENTING PROVISIONS

Article 14: Directors of People's Committees of provinces and centrally governed cities; Heads of Offices, Secondary Education Division Directors, Directors of related Divisions, and Directors of Departments of Education and Training are responsible for enforcing these regulations./.

Article 15: The Chairpersons of the People's Committees of provinces and centrally governed cities; the Heads of the Office, Directors of the Department of Secondary Education, Directors of relevant Departments, and Directors of Departments of Education and Training shall be responsible for implementing this Regulation./.
