Regarding strengthening measures to ensure that examinations are conducted strictly

According to reports from the Departments of Education and Training and inspection teams dispatched by the Ministry to localities, the final examinations for elementary school, secondary education continuation, and the first day of the high school graduation examination, as well as specialized high schools, were organized carefully and strictly at most examination boards nationwide.

However, due to some examination management officials lacking awareness in adhering to the Ministry's regulations and being weak in their expertise, at the examination board for the high school graduation exam set up at the Ethnic Boarding Secondary School in Phu Yen Province (Tuy Hoa City), the mathematics subject was held a day early, during the session designated for the Physics subject by the Ministry. This serious incident forced the Ministry to decide to postpone the mathematics examination nationwide by one week; causing significant difficulties and expenses for teachers, students, families with children taking the exams, and management levels, damaging public funds.

In the current difficult situation, the Education and Training sector must strive even harder, focusing on directing and organizing better the examinations scheduled for summer 1998. With this spirit, the Minister of Education and Training requests the Directors of Departments of Education and Training, Directors of National Universities, Regional Universities, Principals of universities, colleges, and vocational schools:

1. Continue to direct the final examinations for general secondary school, lower secondary school, lower secondary education continuation, vocational secondary school, and admission examinations for universities, colleges, and specialized high schools strictly, carefully, and safely; implement correctly the provisions in the Examination Regulations and other examination guidance documents issued by the Ministry to accurately assess teaching and learning outcomes, promote social equity, and ensure the legitimate rights of candidates and societal requirements.

2. Prioritize human and material resources to the highest extent possible to ensure that subsequent examinations are held according to the prescribed schedule.

3. Draw lessons from the incident that occurred, organize for examination staff and teachers to thoroughly study, firmly grasp, and correctly implement the provisions in the Examination Regulations and other examination guidance documents issued by the Ministry, take proactive measures to prevent errors in all aspects of examination organization: test creation, supervision, marking, review, and announcement of results...

The Ministry requires the Directors of Departments of Education and Training, Directors of Universities, and Principals of universities, colleges, and specialized high schools to adopt resolute measures, promptly implement this Directive, and personally bear responsibility before the Ministry for issues within their duties and authority in organizing examinations.
