DECISION
Regarding the establishment of the Management Board for Industrial Zones of Ninh Binh Province
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 36/CP dated April 24, 1997 of the Government promulgating the Regulations on industrial zones, export processing zones, and high-tech parks;
Considering the proposal of the Chairman of the People's Committee of Ninh Binh Province at Document No. 02/TT-UB dated January 15, 2004, and the Minister of Home Affairs at Document No. 476/TTr-BNV dated March 5, 2004,

Article 1. Establish the Management Board for Industrial Zones of Ninh Binh Province under the People's Committee of Ninh Binh Province to manage industrial zones within the territory of Ninh Binh Province.
The Management Board for Industrial Zones of Ninh Binh Province shall be responsible for performing tasks and exercising powers related to the management of industrial zones as stipulated in Article 27 of the Regulation on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government.
The Management Board for Industrial Zones of Ninh Binh Province shall have legal personality, a bank account, and a seal bearing the national emblem. The staffing and operating budget of the Management Board shall be included in the state budget allocated to Ninh Binh Province.
Article 2. The Management Board for Industrial Zones of Ninh Binh Province shall have a Director appointed by the Prime Minister; several Deputy Directors and several members appointed by the Chairman of the People's Committee of Ninh Binh Province.
The Management Board for Industrial Zones of Ninh Binh Province shall have an administrative structure as provided for in Article 28 of the Regulation on Industrial Zones, Export Processing Zones, and High-Tech Zones issued together with Decree No. 36/CP dated April 24, 1997 of the Government.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, the Chairman of the People's Committee of Ninh Binh Province, and the Director of the Management Board for Industrial Zones of Ninh Binh Province are responsible for implementing this Decision./.
