Regarding the establishment of the Khanh Binh Border Economic Zone,
An Phu district, An Giang province
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Chairman of the People's Committee of An Giang Province at Document No. 03/TT-UB dated February 12, 2004, the proposal of the Minister of Planning and Investment at Document No. 5175/BKH-QLKTTW dated August 18, 2004, and Document No. 461/BKH-QLKTTW dated January 20, 2005, and the opinions of relevant ministries and sectors,
DECISION:
Article 1. Establish the Khanh Binh Border Economic Zone in An Phu district, An Giang province, including five communes Khanh Binh, Khanh An, Quoc Thai, Nhon Hoi, and Phu Huu in An Phu district, An Giang province.
Article 2. The Khanh Binh Border Economic Zone shall apply policies for border economic zones as stipulated in Decision No. 53/2001/QĐ-TTg dated April 19, 2001 of the Prime Minister, except for reinvestment from budget revenues.
Article 3. The People's Committee of An Giang Province shall be responsible for:
- Closely coordinating with the Ministry of National Defense, the Ministry of Public Security, and the Ministry of Foreign Affairs to implement projects related to security, defense, and diplomacy effectively;
- Allocating local government budget funds and mobilizing other legitimate sources of capital to self-fund the construction of the Khanh Binh Border Economic Zone;
- Taking the lead and coordinating with relevant ministries and sectors to assess the implementation of the aforementioned policies and make recommendations;
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of An Giang Province are responsible for implementing this Decision.
