THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Sciences;

Considering the proposal of the Director of the Vietnam Academy of Agricultural Sciences and the Head of the Personnel Department.

Article 1. Position and Function

1. The Soil and Agricultural Chemistry Institute was established under Article 2, Clause 1, Point b of Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Sciences.

2. The Soil and Agricultural Chemistry Institute is a scientific research institution under the Vietnam Academy of Agricultural Sciences, tasked with researching and transferring technology related to soil; fertilizers, microorganisms, and agricultural environment throughout the country.

The international trade name in English for the Institute is Soils and Fertilizers Institute, abbreviated as SFI.

3. The Institute is funded by the State, and is authorized to use its seal and open a separate account at the State Treasury and Bank in accordance with the law.

The main office of the Institute is located in Tu Liem District, Hanoi.

Article 2. Tasks of the Institute

1. To develop long-term, five-year, and annual strategic plans, programs, projects, and research plans on soil, fertilizer, microorganisms, and agricultural environment, submit them to competent authorities for approval, and organize their implementation.

2. To conduct basic scientific research with direction and transfer technology in the following areas:

a) Research on soil genesis, classification, and soil mapping;

b) Research on soil physics, chemistry, biology, and fertility;

c) Research on land management and utilization;

d) Research on plant nutrition, rational and effective use of fertilizers, and agricultural chemicals;

đ) Research on agricultural soil environment and solutions for remediation;

e) Collection, preservation, evaluation, and exploitation of soil microorganism resources;

g) Research on developing and standardizing soil, water, and plant fertilizer analysis methods.

3. To conduct testing and inspection of fertilizers and soil improvement products.

4. To promote agriculture and forestry regarding fertilizers and land use.

5. To participate in planning and building plans for agricultural land use.

6. To implement international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in the fields of soil, fertilizer, microorganisms, and agricultural environment according to state regulations.

7. To provide consulting and transfer scientific and technological research results on soil, fertilizer, microorganisms, and agricultural environment. To collaborate with domestic organizations in scientific research and technological development, new technique trials, new product trials, and human resource training in assigned fields according to the law.

8. To engage in business operations in accordance with the law.

9. To manage and utilize human resources, funds, and assets effectively in accordance with the law.

Article 3. Organizational Structure of the Institute

1. Leadership of the Institute includes: Director and Deputy Directors.

a) Director: appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Sciences, and is responsible before the Director of the Vietnam Academy of Agricultural Sciences and the law for all activities of the Institute;

b) Deputy Director: appointed by the Director of the Vietnam Academy of Agricultural Sciences upon the recommendation of the Director, and is responsible before the Director and the law for the tasks assigned by the Director.

2. Professional Departments assist the Director in performing tasks:

a) Science and International Cooperation Department;

b) Organization and Administration Department;

c) Finance and Accounting Department.

Depending on specific conditions, the Director of the Vietnam Academy of Agricultural Sciences may establish additional departments, but not exceeding three.

3. Research Divisions:

a) Soil Genesis and Classification Division;

b) Land Utilization Division;

c) Soil Environment Division;

d) Microbiology Division;

đ) Land Utilization Economics and Fertilizer Division;

e) Central Analysis Laboratory.

Each division has a Division Chief and Deputy Division Chief; each department has a Department Chief and Deputy Department Chief.

4. Subordinate Scientific Institutions:

a) Fertilizer and Plant Nutrition Research Center;

b) Southern Soil, Fertilizer, and Environmental Research Center;

c) Northwest Region Soil, Fertilizer, and Environmental Research Center;

d) Central Highland Soil and Fertilizer Research Center.

Each Center has a Director and Deputy Director.

Southern Soil, Fertilizer, and Environmental Research Center;

Northwest Region Soil, Fertilizer, and Environmental Research Center;

Central Highland Soil and Fertilizer Research Center: are authorized to use their seals and accounts separately at the State Treasury according to the authority of the Director and the law.

Article 4. The Director of the Vietnam Academy of Agricultural Sciences is entrusted to specify detailed tasks and approve the Charter of Organization and Operation of the Institute; the Director of the Soil and Agricultural Chemistry Institute is entrusted to define functions, tasks, organizational structures, and operational regulations for subordinate organizations; and to register scientific and technological activities of the Institute with competent authorities according to state regulations.

Article 5. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 6. The Head of the Office, the Head of the Personnel Department, the Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Sciences, and the Director of the Soil and Agricultural Chemistry Institute are responsible for implementing this decision.
