THE MINISTER OF HEALTH

Pursuant to the Ordinance on Product Quality No. 18/1999/PL-UBTVQH10 dated December 24, 1999 of the Standing Committee of the National Assembly;

Pursuant to the Decree No. 179/2004/NĐ-CP dated October 21, 2004 of the Government on state management of product quality;

Pursuant to the Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Health;

Considering the proposal of the Director of the Vietnam National Medicines Administration.

DECISION:

Article 1. The "Regulation on Cosmetic Management" is hereby promulgated along with this Decision.

Article 2. This Regulation shall take effect fifteen days from the date of publication in the Official Gazette and revoke Decision No. 3629/1998/QĐ-BYT dated December 19, 1998 of the Minister of Health on the issuance of the list of cosmetics required to register their quality with the Ministry of Health, Decision No. 19/2001/QĐ-QLD dated April 27, 2001 of the Director of the Vietnam National Medicines Administration on the temporary regulations for registering the circulation of imported cosmetics that directly affect human health, and Circular No. 3716/QLD dated July 3, 2001 of the Vietnam National Medicines Administration on the announcement of cosmetic quality standards.

Article 3. The Heads of the Office, Inspectorate of the Ministry of Health, Director of the Vietnam National Medicines Administration, Heads of units under the Ministry, Directors of Provincial Health Services, and Heads of sectoral health units are responsible for implementing this Decision.
