Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Prevention and Control of Narcotics dated December 22, 2000;
Pursuant to Resolution No. 16/2003/QH11 dated June 17, 2003 of the National Assembly "On Implementing Pilot Programs for Organizing Management, Vocational Training, and Employment for People After Drug Rehabilitation in Ho Chi Minh City and Other Central Provinces and Cities";
Considering the proposal of the Minister of Labor, Invalids and Social Affairs and the Chairman of the People's Committee of Quang Ninh Province,
DECISION:
Article 1. Approves the Project "Organizing Management, Vocational Training, and Employment for People After Drug Rehabilitation" in Quang Ninh Province (annexed hereto).
Article 2. The People's Committee of Quang Ninh Province shall be responsible for implementing the pilot project; annually organizing interim reviews and evaluations of the implementation of the project and reporting to the Prime Minister.
Article 3. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Justice, and other relevant ministries and sectors to direct the People's Committee of Quang Ninh Province to implement the project within their respective functions, duties, and authorities; at the same time, coordinating with the People's Committee of Quang Ninh Province to resolve difficulties encountered during the implementation process, and regularly reporting annually to the Prime Minister on the implementation status of the project in Quang Ninh Province.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and the Chairman of the People's Committee of Quang Ninh Province are responsible for enforcing this Decision./.
