CIRCULAR
REGARDING THE ESTABLISHMENT OF CONNECTION CHARGES FOR CALLS BETWEEN NATIONAL LONG-DISTANCE FIXED TELECOMMUNICATION NETWORKS AND LOCAL FIXED TELECOMMUNICATION NETWORKS

BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
BASED ON THE DECISION NO. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on the management of service tariff rates for postal and telecommunications services;
AT THE PROPOSAL OF THE HEAD OF THE TELECOMMUNICATION DEPARTMENT,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. THE FOLLOWING CONNECTION CHARGES FOR CALLS BETWEEN NATIONAL LONG-DISTANCE FIXED TELECOMMUNICATION NETWORKS (HEREINAFTER REFERRED TO AS NATIONAL LONG-DISTANCE NETWORKS) AND LOCAL FIXED TELECOMMUNICATION NETWORKS (HEREINAFTER REFERRED TO AS LOCAL NETWORKS) ARE ESTABLISHED:
1. IN CASE NATIONAL LONG-DISTANCE NETWORKS AND LOCAL NETWORKS CONNECT DIRECTLY WITH EACH OTHER, NATIONAL LONG-DISTANCE NETWORKS SHALL PAY LOCAL NETWORKS A CONNECTION CHARGE OF 270 DONG PER MINUTE FOR INITIATING AND TERMINATING THE CALL.
2. IN CASE NATIONAL LONG-DISTANCE NETWORKS AND LOCAL NETWORKS CONNECT THROUGH ANOTHER NATIONAL LONG-DISTANCE NETWORK, NATIONAL LONG-DISTANCE NETWORKS SHALL PAY LOCAL NETWORKS A CONNECTION CHARGE FOR INITIATING AND TERMINATING THE CALL AS PROVIDED IN CLAUSE 1 OF THIS ARTICLE AND PAY THE OTHER NATIONAL LONG-DISTANCE NETWORK A CONNECTION CHARGE FOR TRANSFERRING THE CALL AS PROVIDED IN THE REGULATIONS ON CONNECTION CHARGES FOR TRANSFERS THROUGH NATIONAL LONG-DISTANCE NETWORKS.
Article 2. THE CONNECTION CHARGES ESTABLISHED IN THIS CIRCULAR DO NOT DIFFERENTIATE BETWEEN NORMAL HOURS, LOW-TRAFFIC HOURS, AND PEAK HOURS.
Article 3. THE CONNECTION CHARGES ESTABLISHED IN THIS CIRCULAR DO NOT INCLUDE VALUE ADDED TAX.
Article 4. THIS CIRCULAR SHALL TAKE EFFECT FROM JANUARY 15, 2010. ALL PRIOR PROVISIONS CONTRADICTING THE PROVISIONS OF THIS CIRCULAR SHALL BE ABROGATED.
Article 5. THE DIRECTOR OF THE OFFICE, THE HEAD OF THE TELECOMMUNICATION DEPARTMENT, THE HEADS OF SUBORDINATE UNITS UNDER THE MINISTRY OF INFORMATION AND COMMUNICATIONS, THE GENERAL DIRECTORS, AND THE DIRECTORS OF TELECOMMUNICATION COMPANIES SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
