Specifies the list of telecommunications services subject to mandatory quality management

Pursuant to the Law on Telecommunications dated November 23, 2009;

Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011, issued by the Government, detailing and guiding the implementation of certain provisions of the Law on Telecommunications;

Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions of the Product Quality Law;

Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions

Based on Decree No. 132/2013/ND-CP dated October 16, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Telecommunications Administration,

The Minister of Information and Communications issues this Circular regulating the List of Telecommunications Services Subject to Quality Management.

Article 1.The List of Telecommunications Services Subject to Mandatory Quality Management and corresponding National Technical Regulations applicable to each service are specified as follows:

In case the corresponding national technical regulation for the above services is replaced by a new regulation, the new regulation shall be applied.

Article 2.This Circular takes effect from February 15, 2016, and replaces Circular No. 02/2013/TT-BTTTT dated January 22, 2013, issued by the Minister of Information and Communications, which stipulates the List of Telecommunications Services Subject to Mandatory Quality Management.

Article 3.The Head of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry, the Directors of Provincial Departments of Information and Communications, the General Directors, and the Directors of telecommunications enterprises and other related organizations shall be responsible for implementing this Circular.

Any difficulties encountered during implementation should be promptly reported to the Ministry of Information and Communications (Telecommunications Department) for consideration and resolution./.
