RESOLUTION

On the Supervision Program of the National Assembly in 2018

OF THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to the Law on Supervision Activities of the National Assembly and People's Councils No. 87/2015/QH13;

Based on the review of Document No. 113/TTr-UBTVQH14 dated May 18, 2017, submitted by the Standing Committee of the National Assembly regarding the proposed Supervision Program of the National Assembly in 2018, and the opinions of the National Assembly deputies;

RESOLUTION:

Article 1. Content of supervision

1. At the fifth session

a) Reviewing reports:

- The supplementary report of the Government on the results of implementing the socio-economic development plan and state budget for 2017; the situation of implementing the socio-economic development plan and state budget in the first months of 2018; the final accounts report of the state budget for 2016 and other relevant reports as prescribed by law;

- The report of the Standing Committee of the National Assembly on the implementation of recommendations from the Standing Committee of the National Assembly, the National Ethnic Council, the National Assembly Committees, and the National Assembly Delegation (if any);

- The report on the results of supervising pressing issues in the fields under the responsibility of the National Ethnic Council and the National Assembly Committees selected by the Standing Committee of the National Assembly to be presented to the National Assembly for discussion at the session (if any);

- The report of the Standing Committee of the National Assembly on the results of supervising the handling of citizens' complaints sent to the fourth session.

b) Conducting questioning and answering questions by National Assembly deputies.

c) Specialized supervision Implementation of policies and laws on managing and using state capital and assets at enterprises and the equitization of state-owned enterprises during the period 2011-2016.

2. At the sixth session

a) Reviewing reports:

- Reports on the work in 2018 of the Standing Committee of the National Assembly, the National Ethnic Council, the National Assembly Committees; the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Agency;

- The report of the Government on the implementation of the socio-economic development plan and state budget for 2018; the report of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the handling of complaints and denunciations; the report of the Government on the implementation of the Constitution, laws, and resolutions of the National Assembly; other reports of the Government on anti-corruption efforts, thrift and waste prevention, crime prevention and law enforcement, execution of judgments, and the national target program on gender equality; other relevant reports as prescribed by law;

- The consolidated report of government members, the report of the President of the Supreme People's Court, the Prosecutor General, the Auditor General, and other questioned individuals on the implementation of National Assembly resolutions on specialized supervision and questioning at the session, and Standing Committee resolutions on questioning at plenary meetings;

- The report of the Standing Committee of the National Assembly on the implementation of recommendations from the Standing Committee of the National Assembly, the National Ethnic Council, the National Assembly Committees, and the National Assembly Delegation (if any);

- The report on the results of supervising pressing issues in the fields under the responsibility of the National Ethnic Council and the National Assembly Committees selected by the Standing Committee of the National Assembly to be presented to the National Assembly for discussion at the session (if any);

- The report of the Standing Committee of the National Assembly on the results of supervising the handling of citizens' complaints sent to the fifth session; the report of the Standing Committee of the National Assembly on the results of supervising citizen reception, complaint, and denunciation handling.

b) Conducting questioning and answering questions by National Assembly deputies.

c) Conducting confidence votes and secret ballots for individuals elected or approved by the National Assembly according to Resolution No. 85/2014/QH13 dated November 28, 2014 of the National Assembly.

Article 2. Implementation

1. Based on the National Assembly's Supervision Program, the Standing Committee of the National Assembly, the National Ethnic Council, and the National Assembly Committees shall build and implement their own supervision programs and organize explanatory activities at the Councils and Committees; National Assembly Delegations and deputies shall proactively choose topics based on actual conditions and circumstances to build supervision programs, coordinate and conduct supervision activities, and report results as prescribed by law.

2. The National Assembly assigns the Standing Committee of the National Assembly to lead and coordinate the implementation of the Resolution on the National Assembly's Supervision Program in 2018; to direct, coordinate, and harmonize the supervision activities of the National Ethnic Council and the National Assembly Committees; to guide National Assembly Delegations and deputies in conducting supervision activities; to direct further research, innovation, and improvement of the quality and effectiveness of supervision activities; to direct the follow-up, urging, and summarizing of the results of handling post-supervision recommendations; to summarize and report on the implementation of the supervision program.

3. Central and local agencies and organizations related to the supervision program shall cooperate closely with National Assembly agencies, National Assembly inspection teams, National Assembly Delegations, and deputies in supervision activities; provide full, timely, and accurate information and materials related to the supervision content as required by the supervisory agency. Agencies subject to supervision shall fully, promptly, and strictly implement post-supervision recommendations and report the results to the National Assembly and the Standing Committee of the National Assembly.

This Resolution was adopted by the XIVth National Assembly of the Socialist Republic of Vietnam at its third session on June 12, 2017.
