REGULATIONS ON MANAGEMENT, OPERATION AND USE OF THE INFORMATION SYSTEM FOR UNIVERSAL EDUCATION AND LITERACY ERADICATION 

Ceat cứ Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;June 2024;ing to Decree No. 64/2007/NĐ-CP dated April 10, 2007 of the Government on the application of information technology in the activities of state agencies,"b) In addition to the lists of public services issued according to the provisions of Clause 2, Article 4 of this Decree, specialized agencies under provincial People's Committees shall report to the provincial People's Committee for decision-making on amending, supplementing, or issuing the list of public services funded by the state budget within their jurisdiction and consistent with the local budget capacity within the approved budget by the Provincial People's Assembly, and send it to the Ministry of Finance and relevant ministries and sectors for supervision during implementation."Decree No. 20/2014/NĐ-CP dated March 24, 2014 of the Government on universal education and literacy eradication;

The Ministry of Education and Training issues this Circular to regulate management, operation, and use of the information system for universal education and literacy eradication. Ứ |||apply information technology in the activities of state agencies,

This Circular regulates management, operation, and use of the information system for universal education and literacy eradication., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP Article 2. The information system for universal education and literacy eradication management is a specialized information technology system managed, provided, and ensured by the Ministry of Education and Training to help provinces aggregate data on universal education and literacy eradication to the Ministry of Education and Training for inspection and certification of provinces achieving universal education and literacy eradication standards. The information system for universal education and literacy eradication management operates and functions on the Internet at the address pcgd.moet.gov.vn.n l2. The information system for universal education and literacy eradication management includes information technology infrastructure, management software, and universal education and literacy eradication database., amended and supplemented by Decree No. 109/2025/NĐ-CP and Decree No. 193/2025/NĐ-CP 3. The universal education and literacy eradication database comprises survey data on universal education and literacy eradication of surveyed subjects to provide statistical information reports and results of universal education and literacy eradication as prescribed in Decree No. 20/2014/NĐ-CP dated March 24, 2014 of the Government on universal education and literacy eradication and as prescribed in Circular No. 07/2016/TT-BGDĐT dated March 22, 2016 of the Minister of Education and Training on conditions for ensuring and contents, procedures, and formalities for inspection and certification of achieving universal education and literacy eradication standards.urinary catheter c Qu12. Article 1. Scope of Regulation and Applicability

4. Results and statistics of universal education and literacy eradication provided on the information system for universal education and literacy eradication management serve as a basis for inspecting provincial applications for certification of achieving universal education and literacy eradication standards; and serve the development of educational policies and socio-economic development.

Article 3. Functions of the Information System for Universal Education and Literacy Eradication Management

The information system for universal education and literacy eradication management includes basic, unified functions used to collect and report statistics on universal education and literacy eradication (Annex attached).

Article 4. Accounts for Using the Information System for Universal Education and Literacy Eradication Management

1. Provincial accounts for using the information system for universal education and literacy eradication management are issued by the Ministry of Education and Training.

2. Provincial accounts have the authority to manage, issue, and revoke district accounts.

3. District accounts have the authority to manage, issue, and revoke commune accounts.

4. Organizations and individuals entrusted with managing accounts must ensure account security and use them according to the intended purpose and functions granted on the information system for universal education and literacy eradication management.

The management information system for universal education and literacy includes basic, unified functions used to collect and report data on universal education and literacy (Annex attached).

Article 4. Accounts for using the Management Information System for Universal Education and Literacy

Clause 1. Provincial-level accounts for using the Management Information System for Universal Education and Literacy shall be issued by the Ministry of Education and Training.

Clause 2. Provincial-level accounts have the authority to manage, issue, and revoke accounts at the district level.

Clause 3. District-level accounts have the authority to manage, issue, and revoke accounts at the commune level.

Point 4. Organizations and individuals entrusted with managing accounts shall be responsible for securing the accounts and using them in accordance with their intended purpose and functions on the Management Information System for Universal Education and Literacy.

Article 5. Operation of the Information System for Universal Education and Literacy Management

1. The operation of the Information System for Universal Education and Literacy Management, provision of usage guidance materials, technical support, and online usage guidance through email [email protected] and the Internet shall be the responsibility of the Ministry of Education and Training.

2. The organization of the use of the Information System for Universal Education and Literacy Management within the province, guidance on usage, and technical support for districts and communes (if applicable) shall be the responsibility of the province.

3. During the process of using the system, if any technical issues related to the Universal Education and Literacy Management System are discovered, the provinces shall compile and report them to the Ministry of Education and Training for timely resolution measures.

4. Provinces, districts, and communes currently implementing other software to collect and manage data on universal education and literacy shall have the responsibility to coordinate with the Ministry of Education and Training (through the Department of Information Technology) to receive guidance and support for connecting and exchanging data with the Information System for Universal Education and Literacy Management as required.

Article 6. Collection and Aggregation of Universal Education and Literacy Data

1. The data to be collected on universal education and literacy includes detailed information about the survey subjects of universal education and literacy according to the Information Survey Forms provided on the Information System for Universal Education and Literacy Management.

2. The province shall organize the collection and aggregation of universal education and literacy data within its jurisdiction. The Information System for Universal Education and Literacy Management supports functions that assist the province in collecting data and submitting reports, specifically as follows:

a) Allowing communes to enter collected data from the Information Survey Forms into the Information System for Universal Education and Literacy Management and report complete commune data to the district via the Information System for Universal Education and Literacy Management;

b) Allowing districts to aggregate and verify data entered by communes on the Information System for Universal Education and Literacy Management and report complete district data to the province via the Information System for Universal Education and Literacy Management;

c) Allowing provinces to aggregate and verify data reported by districts on the Information System for Universal Education and Literacy Management and complete provincial data on universal education and literacy;

d) The procedures and methods for entering data by communes, using the system by districts and provinces shall be carried out according to the instructions provided in the Usage Guidance Materials available on the Information System for Universal Education and Literacy Management.

Article 7. Reporting of Universal Education and Literacy Data

1. After aggregating complete data on universal education and literacy for the province, the province shall submit the data report to the Ministry of Education and Training through the reporting function provided on the Information System for Universal Education and Literacy Management.

2. By October 10th each year, the province shall complete the submission of universal education and literacy data reports to the Ministry of Education and Training through the Information System for Universal Education and Literacy Management.

Article 8. Management, Provision, and Use of Universal Education and Literacy Data

The management, provision, and use of universal education and literacy data on the Information System for Universal Education and Literacy Management shall be implemented in accordance with Article 21 of Decree No. 72/2013/NĐ-CP dated July 15, 2013 of the Government on the management, provision, and use of Internet services and information on networks; Clause 2 of Article 8 of Circular No. 07/2016/TT-BGDĐT dated March 22, 2016 of the Minister of Education and Training on conditions for ensuring standards and contents, procedures, and formalities for recognizing the achievement of universal education and literacy standards, and other relevant provisions.

Article 9. Responsibilities of the People's Committee of Provinces and Central Cities

1. Direct and organize the use of the Information System for Universal Education and Literacy Management to fully, accurately, and timely report data on universal education and literacy to the Ministry of Education and Training.

2. Ensure the accuracy and completeness of the data reported to the Ministry of Education and Training through the Information System for Universal Education and Literacy Management.

3. Manage and use data and information on universal education and literacy in accordance with the provisions of Government Decree No. 20/2014/ND-CP dated March 24, 2014 on universal education and literacy, and the provisions of Circular No. 07/2016/TT-BGDĐT dated March 22, 2016 issued by the Minister of Education and Training regarding conditions for ensuring standards, contents, procedures, and formalities for inspecting and recognizing achievements in universal education and literacy.

Article 10. Effective Date

This Circular takes effect from February 13, 2018.

Article 11. Responsibility for Implementation

The Head of the Office, the Director of the Department of Early Childhood Education, the Director of the Department of Primary Education, the Director of the Department of Secondary Education, the Director of the Department of Continuing Education, the Director of the Department of Planning and Finance, the Director of the Department of Information Technology, the Heads of relevant units under the Ministry of Education and Training, the Chairmen of the People's Committees of provinces and centrally governed cities, the Directors of provincial Departments of Education and Training, related organizations and individuals are responsible for implementing this Circular.
