The Minister of Culture, Sports and Tourism issues this Circular amending and supplementing certain provisions of circulars regulating procedures for legal expertise in the field of cultureof Circular No. 15/2012/TT-BVHTTDL, Circular No. 10/2013/TT-BVHTTDL, Circular No. 11/2014/TT-BVHTTDL andCircular No. 04/2016/TT-BVHTTDL.0/2013/TT-BVHTTDL, Circular No. 1/2014/TT-BVHTTDL andCircular No. 04/2016/ TT-BVHTTDL.Circular-BFCTDTTL.
Point c Clause 1 Article 8 shall be amended and supplemented as follows:
"c) A certified copy or a copy from the original record of a bachelor's or postgraduate degree certificate;"
Point b and point c Clause 1 Article 11 shall be amended and supplemented as follows:
"b) A certified copy or a copy from the original record of the registration for business operation or establishment decision issued by the competent state agency;
c) A certified copy or a copy from the original record of the recruitment decision or labor contract or working contract between the organization and the appraiser working for the organization."
Article 2. Amending Circular No. 10/2013/TT-BVHTTDL dated December 6, 2013 of the Minister of Culture, Sports and Tourism detailing and guiding the implementation of certain provisions of the Advertising Law and Decree No. 181/2013/NĐ-CP dated November 14, 2013 of the Government detailing the implementation of certain provisions of the Advertising Law
Abolish the phrase "Attached documents include: A certified copy of the Representative Office Establishment Permit that has been granted" in the Request Form for Amendment and Supplement to the Representative Office Establishment Permit of foreign advertising enterprises at Model No. 8 promulgated together with Circular No. 10/2013/TT-BVHTTDL dated December 6, 2013 of the Minister of Culture, Sports and Tourism detailing and guiding the implementation of certain provisions of the Advertising Law and Decree No. 181/2013/NĐ-CP dated November 14, 2013 of the Government detailing the implementation of certain provisions of the Advertising Law.
Point đ Clause 1 Article 9 shall be amended and supplemented as follows:
"đ) Decisions on rewarding individuals who are considered for the awarding of the Commemorative Medal according to Clause 2 Article 6 and Clause 2 Article 8 of this Circular: Submit a copy from the original record or a copy and present the original for comparison or a certified copy (in case of direct submission); submit a copy from the original record or a certified copy (in case of submission through postal service)."
Clause 1 of Article 1 is amended and supplemented as follows:
"1. Point b Clause 4 Article 11 shall be amended and supplemented as follows:
"b) An appraisal organization requesting to reissue the Appraisal Organization Certificate shall submit the application through postal service or at the Copyright Administration Department of the Ministry of Culture, Sports and Tourism. The application includes:
Application form for reissuing the Appraisal Organization Certificate (according to the model attached to this Circular);
A certified copy or a copy from the original record of the recruitment decision or labor contract or working contract between the organization and the appraiser working for the organization (in case there is a change compared to the information recorded in the previously issued Appraisal Organization Certificate).
In case of damage, the damaged Appraisal Organization Certificate must be returned. In case of information changes, legal documents proving such changes must be submitted along with the return of the Appraisal Organization Certificate."
Article 5. Effective Date
1. This Circular takes effect from January 15, 2019.
2. During the implementation, if there are difficulties or obstacles, agencies, organizations, and individuals should promptly report to the Ministry of Culture, Sports and Tourism for research and amendment.
